About The Position

The Health Care for the Homeless Network (HCHN) contracts with 10+ community-based agencies to provide medical, mental health, substance abuse, and case management services to vulnerable homeless individuals and families in Seattle and King County. Services are provided in shelters, day centers, on the street, and in other locations where homeless people congregate. As a member of the Health Care for the Homeless Network (HCHN) team, this position supports highly complex invoicing and payment for over $10 million annually for 25+ programs, ensuring compliance with multiple Federal and local funder requirements. Other key duties include support for contracting processes and are conducted in close coordination with the Finance Manager, Data and Contracts Specialist, and Contracts Manager. Other special projects are handled by this position as needed. This recruitment will be used to create an eligibility pool to fill additional Career Service, Term-Limited Temporary (TLT), or Special Duty Assignment (SDA) vacancies that may occur over the next six months.

Requirements

  • Experience in financial management, grant or contract administration, and compliance with federal, state, and local regulations.
  • Demonstrated knowledge of grant lifecycle management, including budget tracking and financial reporting.
  • Proficiency in using financial software systems including Oracle E-Business Suite.
  • Strong analytical skills, attention to detail, and organizational ability to manage multiple priorities.
  • Effective communication and collaboration skills to work across teams.

  • The selected candidate must be able to pass a thorough background investigation.

Nice To Haves

  • Experience working with 2 CFR 200 and other federal grant regulations.
  • Experience reconciling financial transactions and preparing audit-ready documentation.
  • Familiarity with financial systems, including EBS, to process and track journal entries and budgets.
  • Ability to demonstrate initiative and problem-solving in a financial management role.

Responsibilities

  • Conduct budget-to-actuals analysis for assigned grants and contracts, reconciling discrepancies and preparing financial reports with support and guidance from senior finance staff.
  • Oversee complex financial management functions related to federal, state, and local grants, including invoicing, reporting, and compliance with 2 CFR 200 requirements.
  • Manage contract billing and financial reconciliations, ensuring accuracy and timeliness of deliverables.
  • Support grant lifecycle management: pre-award, award, post-award, close-out, and audit readiness.
  • Assist in journal entry preparation and financial data tracking in Oracle E-Business Suite (EBS).
  • Collaborate with program managers and leadership, providing accurate fiscal data and guidance on grant and contract spending.
  • Lead or support special projects to improve financial processes, enhance compliance, and strengthen fiscal accountability.
  • Attend and participate in fiscal team meetings, training sessions, and process improvement initiatives.
  • Other duties as assigned
