About The Position

The mission of Louisiana Economic Development is to cultivate jobs and economic opportunity for the people of Louisiana. The Business Development Officer (BDO) performs intermediate-level program administration, compliance monitoring, and stakeholder support for assigned incentive programs. Under moderate supervision, this position manages daily program activities, reviews compliance documentation, interprets program requirements, and works with internal and external partners to ensure accurate and timely program delivery. Requirements

  • Four years of experience in economic research or development, financial services, international relations, marketing, or real estate; OR Six years of full-time work experience in any field plus one year of experience in economic research or development, financial services, international relations, marketing, or real estate; OR A bachelor's degree plus one year of experience in economic research or development, financial services, international relations, marketing, or real estate; OR An advanced degree in a business administration field, economics, or international trade.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • Certification as an Economic Development Finance Professional (EDFP) or completion of the Economic Development Institute certificate program will substitute for one year of the required experience.
  • Possession of a Professional Community and Economic Developer Certification (PCED) or Certified Economic Developer (CEcD) certification will substitute for two years of the required experience.

Responsibilities

  • Coordinate assigned incentive programs and manage day-to-day program activities.
  • Review and process documents, reports, compliance submissions, and other required materials.
  • Ensure program activities comply with applicable laws, rules, procedures, and deadlines.
  • Maintain accurate files and prepare recommendations, correspondence, notices, and status updates.
  • Review eligibility, performance benchmarks, supporting documentation, and submissions for accuracy and completeness.
  • Identify missing information, discrepancies, risks, or noncompliance and coordinate follow-up or escalation.
  • Maintain tracking systems, dashboards, checklists, deadlines, and reporting schedules.
  • Gather data and support compliance monitoring, internal audits, and quality assurance reviews.
  • Provide guidance to businesses, consultants, and local partners on program requirements.
  • Respond to routine questions regarding program timelines, documentation, and processes.
  • Coordinate with legal, fiscal, and other internal teams to resolve program-related issues.
  • Participate in meetings, briefings, outreach, and educational activities as assigned.
  • Recommend process improvements that enhance efficiency, accuracy, and consistency.
  • Assist with developing templates, procedures, and workflow improvements.
  • Support workflow coordination, administrative tasks, special projects, and team coverage.
  • Participate in training and provide informal guidance to BDO 1 staff as needed.
