About The Position

The Business Development Manager will be responsible for leading and coordinating Integral Blue’s business development and pursuit activities to support the growth of its Intelligent Transportation Systems (ITS) work across construction integration, consulting services, and maintenance projects. This role focuses on identifying and capturing new opportunities, developing client relationships, and organizing pursuit efforts while engaging a strong internal team of seller-doers and subject matter experts. This position will play a pivotal role in providing turnkey ITS services by collaborating with clients to advance transportation safety, mobility, and environmental sustainability. This position will report to the Vice President of Construction and Consulting Services. This position will work out of Integral Blue’s Auburn Hills, Michigan office with remote work flexibility. We welcome experienced candidates who have varying ranges of technical expertise and those from a broad spectrum of relevant licensures or certifications. Because these factors may influence the level and scope of the role, a specific salary range has not been posted. Compensation will be competitive and aligned with the selected candidate’s experience, credentials, and the responsibilities of the position. Requirements

  • Completion of a Bachelor’s degree in Civil Engineering, Electrical/Electronic Engineering, Computer Science, Information Technology, Information Systems Management or equivalent combination of education and experience working within ITS, Mobility, or a similar field.
  • Must have excellent technical writing skills.
  • Must have excellent soft skills and be customer service oriented.
  • Must have strong interpersonal skills to effectively communicate with team members at all levels of the organization, ensuring clarity, collaboration, and alignment on goals and expectations.
  • Must understand financial and budgeting processes and principles, with experience developing budgets and estimates.
  • Good problem solving and analytical ability.
  • Good organizational skills and attention to detail.
  • Demonstrate a strong commitment to grow and foster a culture of safety by upholding standards and best practices of safety in the workplace.
  • Commit to putting safety first in all aspects of work.
  • Report all safety concerns, incidents and near misses.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Must be able to access and navigate each department at the organization’s facilities.

Nice To Haves

  • Five (5) or more years of experience in ITS, transportation, or related Mobility field.
  • Experience in any of the following areas is beneficial: business development, market research, marketing, sales, solution development, proposal development, or client/account management.
  • Professional Engineering (PE) License
  • Professional Traffic Operations Engineer (PTOE)
  • Project Management Professional (PMP)
  • Bicsi Certifications (RCDD, DCDC, OSP, and RTPM)

Responsibilities

  • Drive Business Growth. Proactively identify, qualify, and pursue growth opportunities aligned with strategic goals by leveraging market research, customer insights, and funding and procurement awareness. Maintain a strong, well-qualified pipeline while translating market trends and client needs into effective pursuit strategies, and service development.
  • Client Relationship Development. Serve as a trusted face of the company to clients and partners, leading proactive client development efforts by engaging prospective clients and cultivating strong, long-term relationships. Leverage exceptional communication and interpersonal skills to understand client needs, address challenges, and consistently deliver value that strengthens and sustains positive client partnerships over time.
  • Track, Report, and Improve Pursuit Strategy Performance. Monitor win rates, pipeline value, and forecast accuracy, analyzing wins and losses to identify trends and actionable insights. Leverage data to continuously refine business development processes, tools, and lead/lag measures, improving forecast reliability through clear stage definitions and accountable pipeline management practices.
  • Win Work and Pursuit Strategy. Lead pursuit efforts to win work by engaging internal seller-doers and subject matter experts to support pursuit activities, client meetings, and solution development. Develop and manage strategic partnerships with equipment manufacturers/vendors, application developers, subcontractors, and specialty providers to strengthen competitive positioning, structure effective teaming agreements, and execute coordinated joint pursuits.
  • Initial Project Scoping & Budgeting. Lead initial project scoping and budgeting efforts by coordinating with internal technical teams to develop preliminary scope, budgets, and pricing estimates.
  • Contract Negotiations. Lead contract negotiations, collaborating with internal support teams and internal stakeholders to finalize mutually beneficial agreements that support long-term client partnerships and business growth.
  • Promote existing products and services to enhance market visibility and support business development strategies. Participate in proposal development, industry events, and social media initiatives to strengthen client engagement and reinforce the company’s market position.
  • Provide coaching and guidance to project managers and technical leaders in collaborative client engagement and solutions-driven pursuit strategies, elevating overall business development maturity and strengthening long-term pursuit outcomes.
  • Prioritize safety protocols, considering a safe work environment for all team members during project pursuits.
