About The Position

Caplock Security is seeking a Business Development Analyst to identify, qualify, and track federal opportunities across IT, AI/Data Analytics, Cybersecurity, Application Development, O&M, and Program Management. This individual contributor role sits at the front of our growth pipeline — researching agencies and competitors, maintaining pipeline data, and producing the analysis that drives bid/no-bid decisions and capture strategy.

Requirements

  • Bachelor's degree (or equivalent experience) in Business, Economics, Public Policy, Communications, or related field
  • 2+ years of business development, capture, or market research experience in federal government contracting
  • Working knowledge of federal acquisition, including contract vehicles (IDIQ, BPA, GWAC, GSA MAS), set-asides, and FAR basics
  • Hands-on experience with federal acquisition and market intelligence platforms (SAM.gov, GSA, GovWin, or similar)
  • Strong research, analytical, and writing skills; able to turn raw data into clear recommendations
  • Advanced Excel and Microsoft 365 proficiency (Word, PowerPoint, Teams, SharePoint)
  • Organized and able to independently manage multiple pursuits and deadlines at once
  • U.S. citizenship required for access to controlled solicitation materials
  • Must pass a background check
  • Ability to obtain a security clearance if required (varies by contract)

Nice To Haves

  • Experience supporting 8(a) or other SBA small business federal contractors
  • Familiarity with Shipley capture methodology or APMP
  • Market knowledge in Cybersecurity, IT, AI/Data Analytics, or Application Development
  • Familiarity with federal civilian and defense agencies
  • Experience with CRM tools (GovWin, Salesforce, Unanet, Notion, AirTable)
  • Active security clearance a plus, though not required for all contracts

Responsibilities

  • Monitor SAM.gov, GSA, GovWin, and agency procurement forecasts to identify and screen new opportunities
  • Research target agencies' missions, budgets, spending trends, and procurement history to qualify pursuits
  • Create and cultivate relationships with federal agency stakeholders, program offices, and small business offices (OSDBUs) to gain early insight into upcoming requirements ahead of solicitations
  • Build and maintain the opportunity pipeline with accurate stage, value, and timeline data
  • Conduct competitive analysis on incumbents and likely competitors
  • Prepare opportunity briefs and support bid/no-bid and gate reviews with leadership
  • Support capture activities: draft RFI/Sources Sought responses and capability statements, and identify potential teaming partners
  • Track small business set-asides and socioeconomic program opportunities, including 8(a)
  • Hand off qualified opportunities to the Proposal team with pre-RFP intel and solicitation documents
  • Produce recurring pipeline reports and dashboards for leadership
  • Support industry days, conferences, and agency outreach events
