About The Position

A public sector organization is seeking an Intermediate Business Consultant to support a large-scale Infrastructure Modernization and Operations Transformation initiative within its Court Technology Services environment. The consultant will work closely with technical and operational stakeholders to modernize IT services, align operations with ITIL best practices, enable a mature hybrid cloud, disaster recovery, resiliency, and business continuity framework. Workstreams will run in parallel and include: Operations & Service Transformation, Data Centre Modernization & Hybrid Cloud Strategy, and Disaster Recovery, Resiliency & Business Continuity. The role requires strong facilitation skills, hands-on documentation capability, and the ability to translate technical and operational needs into executive-ready deliverables.

Requirements

  • Degree/diploma/certificate in Business, Management, or related field with relevant experience (4–7+ years depending on education)
  • Minimum 5 years of experience in Infrastructure or service transformation initiatives
  • Minimum 5 years of experience in ITIL-based service design and operations
  • Minimum 5 years of experience in Stakeholder engagement across enterprise environments
  • Minimum 5 years of experience in Executive-level communications and presentations
  • Minimum 5 years of experience in Business case development
  • Minimum 5 years of experience in Organizational change and process improvement
  • Experience operating in large, complex enterprise environments (2,000+ users/staff equivalent)

Responsibilities

  • Assess current infrastructure and end-user service operations (server, storage, network, desktop, AV, service desk)
  • Define end-to-end IT service catalog including SLAs, ownership, KPIs, and success measures
  • Design ITIL-aligned processes (Incident, Change, Service Design, Service Catalogue, Continual Improvement)
  • Support organizational design and role definition activities
  • Develop change management and communication strategies
  • Support alignment with ITSM tools (e.g., Service Management platforms)
  • Develop hybrid cloud strategy integrating on-prem/private cloud with public cloud (AWS/Azure)
  • Lead options analysis and modernization planning
  • Produce multi-year strategic roadmap and tactical execution plan
  • Collaborate with technical architects to define requirements and logical designs
  • Facilitate RTO/RPO definition with service owners and stakeholders
  • Design DR and resiliency architectures for hybrid environments
  • Develop DR runbooks, test plans, and recovery procedures
  • Plan and document disaster recovery exercises and improvement actions
  • Support business continuity planning updates
  • Develop executive-level presentations, business cases, and decision documents
  • Support program governance, risks, and issue tracking
  • Facilitate workshops and stakeholder engagements across all organizational levels
