About The Position

The Technical Information Department (TID) is seeking a Business and Technology Operations Analyst to provide department-wide business analysis, data analytics, technology portfolio coordination, equipment and software lifecycle management, classified workspace support, procurement assistance, and operational reporting. TID provides communications, creative services, print production, research library, records management, and information services across the Laboratory. You will serve as a central operational partner to TID leadership and staff, translating business needs into practical processes, data products, technology solutions, procurement actions, and lifecycle plans. You will also provide financial and billing support for Creative Services and improve department-wide visibility into workload, performance, technology assets, software licensing, procurement, and operational risk. This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization. This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be considered if hired at the higher level.

Requirements

  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Bachelor's degree in Business Administration, Information Technology, Data Analytics, Finance, Operations, or a related field, or an equivalent combination of education and relevant experience.
  • Experience performing business analysis, including gathering and documenting requirements, analyzing processes, and supporting implementation and adoption of improvements.
  • Experience developing operational reports, dashboards, or data visualizations using Power BI or similar tools.
  • Experience managing or coordinating business applications, software licenses, technical equipment, technology assets, or lifecycle processes.
  • Experience supporting procurement actions, vendor coordination, software renewals, equipment purchases, statements of work, or technical specifications.
  • Experience managing multiple concurrent projects and priorities in a dynamic, service-oriented environment.
  • Strong proficiency with Microsoft Office and collaborative platforms, along with effective analytical, problem-solving, written, verbal, facilitation, presentation, and collaboration skills.
  • Ability and willingness to obtain and maintain Technical Release Representative certification and to work in classified and Limited Area environments in accordance with DOE and Laboratory requirements.
  • Significant experience independently leading complex business process, system, data, procurement, or technology improvement initiatives from requirements through implementation and adoption.
  • Advanced experience developing executive dashboards, multi-source reporting solutions, analytical frameworks, and recommendations using Power BI or similar tools.
  • Experience serving as a product owner, lead business analyst, or functional system owner, including management of roadmaps, priorities, governance, and stakeholder expectations.
  • Experience developing technology, software license, hardware asset, equipment lifecycle, sourcing, or capacity strategies and associated budget, risk, and business-case recommendations.
  • Experience developing procurement strategies, evaluating vendor dependencies, and advising leadership on lifecycle cost, operational risk, and sourcing alternatives.
  • Advanced communication and presentation skills necessary to advise leadership and explain complex technical, operational, financial, or analytical issues to diverse audiences.

Responsibilities

  • Partner with TID leadership, service teams, and subject matter experts to assess business needs, gather requirements, identify risks and gaps, and implement practical operational, data, technology, and procurement solutions.
  • Establish and maintain structured intake, prioritization, tracking, and status-reporting processes for business analysis, technology, equipment, dashboard, and procurement requests.
  • Document business, functional, data, and system requirements, and develop process maps, procedures, implementation plans, training materials, and adoption strategies.
  • Develop and maintain dashboards, reports, and visualizations using Power BI or similar tools to provide insight into workload, utilization, revenue, turnaround time, technology lifecycle, procurement, and operational risk.
  • Analyze financial, schedule, workload, asset, license, vendor, and performance data, identify trends and bottlenecks, and translate findings into actionable recommendations and performance measures.
  • Manage Creative Services billing, chargeback, financial reporting, and customer cost reporting, including data preparation, reconciliation, utilization and revenue analysis, and support for monthly and annual financial deadlines.
  • Support and improve department-wide business processes, data controls, reporting practices, and operational systems, including project management, billing, time tracking, reporting, and specialized applications.
  • Serve as a Technical Release Representative for designated procurements, obtaining required certification and coordinating specifications, statements of work, market research, vendor information, purchase requests, renewals, receiving, and invoice resolution.
  • Coordinate lifecycle management for TID applications, software licenses, servers, storage, workstations, and specialized equipment, including inventory, refresh planning, maintenance, support escalation, warranty, and disposition activities.
  • Coordinate operational readiness for designated classified and Limited Area workspaces, including access requests, approved equipment changes, service activities, inventories, documentation, user orientation, issue tracking, and audit readiness.
  • Perform other duties as assigned.
  • Independently lead complex, cross-functional process, data, technology, procurement, or operational improvement initiatives involving multiple stakeholder organizations and significant ambiguity.
  • Serve as lead business analyst, product owner, or functional system owner for major department systems or technology portfolios, establishing roadmaps, governance, priorities, success measures, and adoption strategies.
  • Define analytical frameworks, establish department-wide measures, develop complex multi-source data models and executive dashboards, and advise leadership based on operational and financial findings.
  • Lead technology portfolio and asset lifecycle planning, including budget forecasts, refresh strategies, license optimization, sourcing alternatives, vendor risk, capacity planning, and investment business cases.
  • Evaluate emerging technologies, including artificial intelligence and automation tools, and develop implementation recommendations, controls, and change-management approaches.
  • Represent TID in coordination with IT, Security, Facilities, Finance, Procurement, Property Management, and Laboratory leadership to resolve complex cross-organizational issues.
  • Mentor others in business analysis, dashboard development, process documentation, data stewardship, change management, and technology portfolio practices.
