Requirements

  • Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Coordinate and support the implementation of the Department's Strategic Plan, working collaboratively with executive leadership and division directors to ensure agency priorities, initiatives, and performance measures remain aligned with the Department's mission and long-term vision.
  • Lead the Office of Management and Finance's strategic planning process, facilitating planning sessions, tracking initiatives, and monitoring progress toward organizational goals.
  • Develop, monitor, and report on agency and office-wide Key Performance Indicators (KPIs), strategic objectives, and performance measures.
  • Analyze operational data, business processes, and organizational performance to identify trends, improve efficiency, and support executive decision-making.
  • Develop executive dashboards, reports, and presentations that communicate organizational performance and progress toward strategic goals.
  • Evaluate programs, workflows, and business operations to identify opportunities for continuous improvement and implement data-driven solutions.
  • Partner with division leadership throughout the Department to develop action plans that improve performance, strengthen collaboration, and enhance customer service.
  • Facilitate strategic planning workshops, organizational assessments, and cross-functional meetings that advance Department priorities.
  • Research, develop, and revise policies, procedures, and best practices that improve consistency, accountability, and operational effectiveness.
  • Lead or participate in special projects involving organizational change, business process redesign, and operational modernization.
  • Review legislative proposals, organizational initiatives, and policy changes to evaluate operational impacts and provide recommendations to executive leadership.
  • Represent the Undersecretary and the Office of Management and Finance on cross-functional teams, committees, and strategic initiatives.
  • Supervise administrative support staff responsible for timekeeping, purchasing, travel, and other administrative functions while providing coaching, guidance, and performance management.
