About The Position

The Business Analyst 4 will support the Virginia Department of Agriculture and Consumer Services (VDACS) in Richmond, Virginia, contributing to application development, system enhancements, and business process improvement initiatives. The role works closely with business stakeholders, Information Systems teams, developers, and project leadership to gather and document requirements, evaluate business processes, support Agile development, and ensure applications meet business and technical standards. The analyst will also support quality assurance through manual web application testing, test plan development, defect documentation, and User Acceptance Testing (UAT) preparation. The position requires strong analytical and documentation skills and the ability to translate complex business needs into clear technical requirements. This is a contract role with a mandatory hybrid schedule: four days per week on-site in Richmond and one workday per week remote. Candidates must reside in Virginia, be available for an in-person interview, and physically reside in the United States throughout the assignment. The contract is scheduled to run from November 16, 2026, through June 30, 2027.

Requirements

At least 8 years of experience in business and systems analysis, requirements documentation, SDLC processes, and Agile application development methodologies, including Scrum.
At least 8 years of experience gathering, defining, and documenting user requirements from multiple sources and preparing complex requirements documentation for business and technical audiences.
At least 8 years of experience supporting application development, maintenance, implementation, systems analysis, system design, and business process improvement.
At least 8 years of experience defining, documenting, and mapping business processes, including developing workflows for new systems.
At least 8 years of experience testing complex systems to verify business needs and functional requirements are met.
At least 8 years of experience conducting meetings, facilitating discussions, and documenting project decisions.
At least 8 years of experience collaborating within application development teams and communicating effectively with business and technical stakeholders.
Demonstrated experience manually testing web applications and identifying functional issues.
Ability to develop, write, and execute system test plans and test scripts in accordance with established standards.
Experience identifying, documenting, and communicating application defects with sufficient detail to support reproduction and resolution.
Strong analytical, problem-solving, documentation, organizational, and interpersonal communication skills.
Must currently reside in Virginia; candidates in Richmond or surrounding areas are preferred, and candidates within approximately one hour of the worksite may be considered.
Must work on-site four days per week with no exceptions.
Must be available for a mandatory in-person interview.
Must physically reside within the United States for the entire assignment in accordance with Commonwealth of Virginia security policies.
Must be legally authorized to work in the United States without employer sponsorship, now or in the future.

Nice To Haves

At least 2 years of experience or familiarity with web application software development projects using Microsoft .NET technologies.
At least 2 years of experience or familiarity with documenting and managing requirements using Microsoft Team Foundation Server (TFS).

Responsibilities

Lead project initiation activities to identify business problems, project objectives, application needs, and requirements priorities.
Conduct requirements elicitation sessions with business stakeholders and Information Systems personnel.
Gather, analyze, define, and document requirements for new applications and enhancements to existing systems.
Develop comprehensive SDLC-compliant Requirements Definition documents within project timelines.
Ensure business and system requirements are clear, complete, accurate, and aligned with agency standards.
Translate complex business requirements into documentation accessible to business users and technical development teams.
Analyze current business processes and identify opportunities for system enhancements and operational improvements.
Define, document, and map current-state and future-state business processes.
Support development of processes and workflows in new or enhanced applications.
Assist project leadership with standardized documentation templates, procedures, and repeatable processes.
Maintain organized requirements and process documentation throughout the project lifecycle.
Develop and execute system test plans to verify applications against documented requirements and design specifications.
Manually test web applications to validate functionality, usability, and expected behavior.
Test complex applications to confirm business needs and functional requirements are met.
Create test cases, testing scripts, and validation procedures in accordance with established standards.
Identify, document, and track application defects, bugs, and functional deficiencies.
Provide defect details and reproduction steps to support investigation and resolution by developers.
Assist in developing UAT scripts and support business users during testing.
Participate in application design, development, and Scrum meetings to represent business requirements and stakeholder needs.
Collaborate with developers, analysts, business representatives, and project leadership throughout the application development lifecycle.
Support application development, maintenance, implementation, and enhancement initiatives.
Facilitate project discussions, document decisions, and communicate requirements and project updates to stakeholders.
Contribute to a collaborative development environment through effective written and verbal communication.
