About The Position

The Business Analyst will be responsible for researching and understanding FDOT business processes and their inter-relationships. This role involves documenting and diagramming business and system processes, identifying impacts on agency business systems related to the PALM implementation, and facilitating joint analysis workshops with business units. The analyst will gather and document business and technical requirements as user stories, manage backlogs and work items using Azure DevOps, coordinate with Development and QA teams, develop test plans and test cases, and oversee compliance with department standards.

Requirements

A minimum of 5 years of Business Process Analysis and systems analysis is required.
Proficiency in process mapping/modeling with tools such as Visio is required.
Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, required.
Proficiency in writing SQL Queries and performing Data Analysis is required.
Skill in performing detailed research, business analysis, as-is and to-be analysis, process modeling.
Use of software tools is required and include, but are not limited to, MS Word, MS PowerPoint, MS Excel, and Visio.
Skill in performing System Analysis & Design using a variety of modeling methodologies and techniques.
Ability to expertly facilitate workshops and meetings with stakeholders.
Technical knowledge and understanding of IT infrastructure and software development practices and techniques.
Knowledge of State of Florida Project Management Rule 60GG-1.
Ability to apply principles and techniques in the Project Management Body of Knowledge (PMBOK).
Advanced skills with Microsoft products: SharePoint, Teams, Word, Excel, PowerPoint, Power BI, and Project.
Ability to relate to stakeholders' needs, document their requirements, and perform duties in the absence of staff.
Ability to receive and give constructive criticism and maintain effective work relationships with others.
Ability to adjust to changing demands in a dynamic environment with diverse work assignments.

Nice To Haves

Experience working with Microsoft DevOps is highly desired.
Technical Experience (programming or operations) working in IBM Mainframe, Distributed, and Cloud computing environments is highly desired.
Knowledge of Rules 60GG-1 – 60GG-5, Florida Administrative Code, is desired.
Knowledge of data migration is desired.
Knowledge of change and release management is desired.
Knowledge of testing and quality assurance tools and techniques is desired.
Preference will be given to candidates with agile project experience and use of Azure DevOps to manage user requirements and backlogs.
Certified Business Analysis Professional (CBAP) or Certified Scrum Master (CSM) is highly desired.

Responsibilities
