About The Position
The Department is seeking an Advanced Business Analyst to support enterprise modernization, remediation, migration, and application lifecycle initiatives. This role serves as a key liaison between business stakeholders, subject matter experts, technical teams, and project leadership, translating business needs into actionable requirements, technical specifications, testing artifacts, and modernization plans. The ideal candidate possesses strong business analysis, process improvement, requirements gathering, workflow modeling, and stakeholder management experience within complex IT environments.
Requirements
- Bachelor's degree in Business Administration, Information Systems, Communications, or related field, or equivalent experience.
- Minimum 5 years of Business Analysis experience.
- Experience facilitating requirements gathering sessions with SMEs and leadership.
- Strong experience in: Requirements Documentation, Business Process Analysis, Process Mapping, Workflow Modeling, Gap Analysis, Business Case Development, SDLC Methodologies
- Experience translating business requirements into technical specifications.
- Experience supporting testing, QA activities, and release readiness.
- Strong proficiency with: Microsoft Visio, Microsoft Excel, Microsoft Word, Microsoft PowerPoint, SharePoint, Microsoft Teams.
- Experience with data migration, modernization, and system remediation projects.
Nice To Haves
- Azure DevOps experience.
- Power BI experience.
- Knowledge of Florida Rules 60GG-1 through 60GG-5.
- PMP, CBAP, PMI-PBA, PMI-ACP, CSM, CSPO, or ITIL certifications.
- Experience supporting government technology modernization initiatives.
- PMBOK and Project Governance experience.
Responsibilities
- Gather, analyze, and document business, functional, and technical requirements.
- Facilitate meetings, workshops, JAD sessions, and interviews with executives, SMEs, and stakeholders.
- Develop process maps, workflow diagrams, use cases, business rules, and requirements documentation.
- Perform current-state (As-Is) and future-state (To-Be) analysis.
- Conduct gap analyses and identify opportunities for process improvement.
- Support application modernization, remediation, migration, and sunset initiatives.
- Translate business requirements into technical specifications and user stories.
- Coordinate testing readiness and support functional, regression, integration, and data validation testing.
- Create test cases, business cases, feasibility studies, and executive presentations.
- Analyze dependencies, risks, and application impacts across the enterprise environment.
- Support release management, data migration, and change management activities.
- Prepare executive-ready reports, dashboards, and decision-support materials.
- Collaborate with development, infrastructure, security, and business teams throughout the SDLC.
