About The Position

Texas GovLink, Inc. is an Austin-based firm which has been a leading provider of technical and business professionals to clients in Texas. We are currently seeking an experienced Business Analyst to be a key resource on a technical services team. The Business Analyst (BA) position at the Texas Education Agency works on multiple projects that support the mission of the agency of improving outcomes for Texas students, with a focus on major enhancements and/or rewrite effort. This position will perform advanced, senior-level business analysis work. The business analyst serves as the conduit between the program/customer community and the software development team through which requirements flow. This BA will be involved at some level throughout the entire software development life cycle. Upon establishment of the requirements baseline, the focus is shifted towards the management of the requirements specification and verifying the fulfillment of all requirements, including requirements for enhancements post-implementation.

Requirements

  • 8 years of experience eliciting requirements from interviews with customers and creating well-written system requirements
  • 8 years of experience with software development life cycles (SDLCs)
  • 8 years of experience in business process re-engineering and software process flow improvement
  • 8 years of experience developing user stories and use cases that conform to business analysis best practices
  • 8 years of experience designing mockups and/or wireframes that conform to UX best practices
  • 5 years of demonstrated strong communication and facilitation skills
  • 5 years of demonstrated strong writing and organization skills
  • 4 years of documented experience working for or closely with TEA OR a federal/state/local education agency OR ed vendor
  • 2 years of documented work experience with the issue tracking software "Atlassian Jira"
  • 2 years of documented work experience with the requirements management software "Modern Requirements"

Responsibilities

  • Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems.
  • Elicits requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
  • Transforms information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mockups.
  • Uses standard templates and simple, unambiguous, and concise natural language.
  • Acts as a mentor to peers and colleagues in disseminating best practices and proactively seeks out training opportunities.
  • Uses TEA tools, such as Jira and Modern Requirements, to manage the change control process, participate in the SDLC, and track and communicate requirements status.
