About The Position

This position sits within WaTech's Strategy and Management Division, which leads planning, performance, and operational excellence across the agency and drives statewide alignment with Washington’s enterprise IT strategies. This position reports to the Assistant Director for Performance & Accountability. As a Business Analyst (BA), you’ll play a vital role in ensuring WaTech’s systems are efficient, secure, and aligned with how work actually gets done. You will lead business process analysis efforts and support configuration and optimization of key systems used by WaTech and its customer agencies. This position is responsible for customer journey mapping, identifying pain points, and recommending and implementing improvements using structured methodologies. It requires a strong understanding of both functional business processes and the technology solutions that support them. You’ll also serve as the primary system administrator for selected enterprise platforms, partnering closely with technical teams, policy owners, and vendors to ensure systems are configured to meet user needs, data standards and agency priorities.

Requirements

  • Eight years’ experience in business analysis, supporting enterprise-wide technology solutions and optimizing business workflows.
  • Four years of experience coordinating enterprise system configurations, including role-based access control (RBAC), security settings, workflow automation and business rule implementation.
  • Four years of experience conducting business process analysis and optimization using Business Process Model and Notation (BPMN), Lean Six Sigma’s DMAIC methodology or similar frameworks.
  • Four years of experience gathering and documenting system requirements, writing technical specifications, conducting impact analysis for system changes, and collaborating with IT teams and vendors to implement system enhancements and integrations.
  • Four years of experience in user acceptance testing (UAT), including test plans, executing validation processes, and tracking defect resolution.
  • Two years of experience troubleshooting system issues, performing root cause analysis (RCA), and coordinating system updates or patches with IT teams and vendors.
  • Two years of experience monitoring system performance and user engagement, identifying opportunities for continuous improvement, and developing structured performance reporting frameworks.
  • Two years of experience implementing system adoption strategies, including training materials, facilitating end-user training, and monitoring system utilization metrics.
  • A bachelor’s degree in information technology, business administration, computer science, or a related field can substitute for up to four years of experience.

Nice To Haves

  • Certification in Business Analysis (e.g., Certified Business Analysis Professional [CBAP] or PMI Professional in Business Analysis [PMI]).
  • Lean Six Sigma Green Belt or Black Belt certification.
  • ITIL Foundations certification.
  • Experience working with large-scale enterprise applications such as enterprise resource planning (ERP), customer relationship management (CRM), or case management systems.
  • Experience supporting enterprise identity and access management (IAM) solutions or authentication frameworks.
  • Experience with workflow automation platforms or low-code/no-code solutions.
  • Experience leading process improvement initiatives in a government or highly regulated environment.
  • Experience with data visualization tools such as Power BI, Tableau or similar platforms.

Responsibilities

  • Conduct customer journey mapping by facilitating user research, surveys and direct feedback sessions to understand the end-to-end experience of system users.
  • Apply Lean Six Sigma’s Define, Measure, Analyze, Improve, and Control (DMAIC) methodology to assess inefficiencies, identify root causes, and implement data-informed process improvements.
  • Use targeted process interventions to improve efficiency and reduce risk; escalate more complex issues to senior-level business analysts as needed.
  • Identify automation and workflow enhancements that reduce manual effort and improve service delivery; escalate challenging enhancements to senior-level analysts for evaluation.
  • Evaluate the feasibility, impact and security considerations of proposed system features or enhancements.
  • Ensure business rules, compliance requirements and operational workflows are accurately reflected in system design.
  • Maintain an enhancement backlog and prioritize updates using an urgency-versus-impact matrix to ensure improvements align with business priorities.
  • Use tools such as Power BI, Excel analytics, or system reporting dashboards to track KPIs, detect anomalies, and identify trends.
  • Analyze interdependencies across business processes and systems to prevent downstream impacts during system or workflow changes.
  • Develop and propose business cases for process changes or automation solutions, outlining benefits, risks, costs and return on investment (ROI).
  • Coordinate system configurations, user roles, permissions and security settings to support system performance, data integrity and compliance with WaTech standards.
