About The Position

This position is with the Department of Taxes, specifically within the Business Improvement and Implementation Division (BIID) Team. The role focuses on leveraging big data and computer systems to improve and deliver critical government services. The Business Analyst will support all divisions of the Department by fulfilling data requests, running reports to aid policy decisions, improve tax processing and administration, and support software testing. The successful candidate will provide analysis, context, and recommendations that go beyond the requested data, identify opportunities for business process and software improvements, and test software changes. This role requires a high degree of independence, the ability to balance competing priorities, and adaptability to change.

Requirements

  • Ability to communicate complex and technical topics to non-experts.
  • Experience in developing detailed knowledge of complex practices and processes, specifically tax administration and technical software processes, and data analysis.
  • Demonstrated experience with iterative processes, including incorporating different types of feedback, launching quickly, and testing hypotheses.
  • Experience using data and building dashboards to influence policy or process improvements.
  • Experience with SQL.
  • Excitement about contributing to and building on our existing system practices.
  • Bachelor's degree in accounting, statistics, business administration, project management or information technology management.
  • OR Associate's degree in accounting, statistics, business administration, project management, or information technology management AND four (4) years or more of professional level experience in business analysis or business administration INCLUDING two (2) years or more of business process creation or project management.
  • OR High school diploma or equivalent AND six (6) years or more of professional level experience in business analysis or business administration INCLUDING four (4) years or more of business process creation or project management.
  • OR Certification as a CPA or RPA.

Nice To Haves

  • Experience with Microsoft Power Platforms is preferred but not required.

Responsibilities

  • Evaluate and analyze ongoing user needs.
  • Gather and synthesize data to ensure informed decision making.
  • Review business processes and develop a strong degree of familiarity with tax and credit programs.
  • Quantify, recommend, and implement upgrades and enhancements to software.
  • Identify risks involved with making process changes while analyzing the benefits of implementing the changes.
  • Regularly test changes made by software developers to verify that the changes meet business requirements, function correctly, and are the optimal solution for users.
  • Create and maintain documentation of processes and best practices.
  • Provide training and support to non-technical users on SQL and the data in the Department’s databases.
  • Communicating project status, developments, and outstanding issues to the Department.
