About The Position

The Business Analyst Specialist is responsible for engaging with customers to understand their needs and ensure alignment with business strategic objectives. This role involves building and maintaining strong business-IT relationships, acting as a point of escalation on active initiatives, and preparing business cases. The specialist collaborates with Program Managers on project initiation, resource planning, estimation, governance, and kickoff. They contribute to requirements elicitation, management, and communication, ensuring business opportunities are clearly articulated and performing feasibility analysis. The role also involves process improvement, documenting requirements, establishing scope and objectives, prioritizing requirements, creating prototypes, and using business process modeling techniques. The Business Analyst Specialist monitors technical team solutions, manages project needs within the function, leads requirements management activities, and coaches other BAs. They perform quality assurance testing, facilitate user acceptance testing, and are accountable for Service Level Agreements. Regular status reports and health metrics are provided to the Program Manager. This position requires availability for after-hours work, including evenings, nights, and weekends, for system implementations, updates, and maintenance, as well as participation in a rotational on-call schedule for technical support outside of regular business hours. On-call duties involve prompt response to urgent issues, critical situations, and system alerts, requiring troubleshooting and incident response for technical problems, system failures, security incidents, and application bugs. Compensation for on-call and after-hours work will be provided according to Civil Service requirements and company policies.

Requirements

  • Bachelor's Degree, from an accredited college or university, with major course work in Information Technology, Business, or related area.
  • Six years of related progressively responsible experience.
  • Experience in design and implementation of commercial software (Oracle EB8, SAP, Maximo, GIS, laboratory information management (LIMS), water information management (WIMS), pretreatment information management, Prolog, etc.).
  • Experience with ITIL framework and IT product methodologies.
  • Familiarity with testing techniques and software.
  • Business acumen coupled with technical aptitude.
  • Experience working on technology and application development projects including developing technical requirements.
  • Strong data analysis skills, experienced in SQL and Excel.
  • Strong listening skills.
  • Strong research skills with attention to detail.
  • Experience developing functional and non-functional requirements.
  • Excellent written and verbal communication, including technical writing skills; consultative approach.
  • Ability to conduct cost/benefit analysis and business case development.
  • Recognized within the organization as demonstrating expertise in business analysis methods and techniques.
  • Experience working closely with team members during solution development and product launch.
  • Experience developing use cases.
  • Experience developing data and/or process flows.
  • Must be able to work independently and proactively.
  • Excellent organizational, analytical, and independent problem-solving skills.
  • Demonstrated successful performance with giving presentations to both small and large audiences, and coordinating and completing multiple tasks within established and changing deadlines.
  • Ability to contribute and collaborate effectively as a member of a highly-functioning and productive team.
  • Demonstrated understanding of client relationship management, process mapping and improvement, project management, and production support.
  • Proven ability to provide business analysis to meet customer expectations.
  • Demonstrated understanding of business analyst tools and techniques; demonstrated proficiency using MS Office and Visio.

Responsibilities

  • Review and monitor the effectiveness of business analysis via outcomes and lessons learned.
  • Provide status reports and health metrics to Program Manager on a regular basis.
  • Perform related work as required or as delegated by supervisor.
  • Be available to work after regular business hours (evenings, nights, weekends) as needed for implementing system changes, updates, and maintenance activities.
  • Participate in a rotational on-call schedule to provide technical support outside of regular business hours, including evenings, nights, weekends, and holidays.
  • Respond promptly to urgent issues, critical situations, and system alerts while on-call.
  • Identify, diagnose, and resolve technical problems, including system failures, security incidents, and application bugs while on-call.

Benefits

  • Compensation for on-call hours and after-hours work will be provided in accordance with Civil Service requirements and company policies. This includes any applicable overtime pay for non-exempt employees.
