About The Position

The Senior Business Analyst supports enterprise portfolio management, Capital Planning and Investment Control (CPIC) activities, and strategic planning across USDA's IT investment landscape. This role is part of the IT Portfolio Management Team and is responsible for analyzing investment data, supporting portfolio reviews, documenting business needs, and ensuring alignment between investments, mission priorities, modernization goals, and federal guidance. The ideal candidate is dynamic, agile, and able to thrive in a fast-paced environment with shifting priorities. They are adept at managing multiple tasks simultaneously and adjusting their focus as needs evolve. They possess strong analytical, time management, writing, and problem-solving skills and can translate complex business processes and investment requirements into clear, actionable documentation for decision-makers.

Requirements

  • Bachelor's degree in Business Administration, Information Systems, or related field.
  • 7–10+ years of experience as a Business Analyst, CPIC Analyst, IT Management Analyst, Portfolio Analyst, Program Analyst, Data Analyst, or related field.
  • Familiarity with CPIC processes, federal investment management, IT portfolio management practices, FITARA, OMB Circular A-11, and other applicable laws and mandates.
  • Strong skills in document development, executive-level briefing preparation, business process modeling, data analysis, and portfolio evaluation.
  • Ability to prioritize effectively multi-task, solve problems, and manage time in a fast-paced, dynamic environment.
  • Demonstrated ability to produce clear, structured technical and business documentation for diverse audiences.
  • Proficiency with Microsoft Office, collaboration tools, and modeling or portfolio analysis software.
  • Excellent facilitation, communication, and stakeholder engagement skills.

Nice To Haves

  • Experience supporting federal executive branch agencies subject to OMB Circular A-11 requirements.
  • Familiarity with federal IT investment and governance frameworks.
  • Experience with TBM, EA, or enterprise modernization initiatives.
  • Professional certifications (e.g., IIBA, BIZBOK, IT portfolio management) are a plus.

Responsibilities

  • Support CPIC activities including investment data quality checks, portfolio analysis, milestone tracking, and preparation of OMB submission materials.
  • Conduct IT portfolio assessments to determine how well investments align with CIO rating criteria and assign appropriate ratings.
  • Conduct IT portfolio reviews to assess alignment with enterprise strategies, business capabilities, and modernization priorities.
  • Support alternatives analysis, prioritization activities, and IT investment planning, ensuring compliance with CPIC, IT portfolio management, and federal IT guidance.
  • Maintain all artifacts, documentation, and approvals within approved systems such as EA/portfolio repositories.
  • Collaborate with systems analysts, architects, and program teams to validate requirements and ensure investment alignment with enterprise goals.
  • Provide periodic user acceptance testing (UAT) support for USDA's custom IT portfolio management tool, including use case testing, documentation of results, and coordination with developers to address identified issues.
  • Support development and updates of portfolio management templates, guidance packages, reports, and dashboards
  • Support the development and ongoing maintenance of integrated project schedules and strategic roadmaps, ensuring alignment across projects, dependencies, milestones, and long-term organizational goals.
  • Provide analytical support for process improvement, policy development, and organizational change initiatives related to IT portfolio performance.
