About The Position

The Business Analyst III will support the Texas Health and Human Services Commission (HHSC) on the Client Assignment and Registration (CARE) System Retirement and Modernization Program. This role provides high-caliber business analysis and technical integration support for the retirement of the CARE system and the migration of legacy mainframe components to future modular applications within a Medicaid Enterprise System-compliant framework. The selected candidate will serve as a project-focused technical business analyst, translating complex business processes, data flows, and system interfaces into clear, testable, traceable, and technically actionable requirements. This position operates across multiple concurrent, coordinated workstreams and requires a skilled communicator who can bridge business, application, data, infrastructure, security, and project delivery teams throughout the migration lifecycle.

Requirements

  • 8 years of business analysis experience reviewing, analyzing, and evaluating business systems and user needs.
  • 8 years of experience eliciting, documenting, validating, and managing business, functional, technical, data, reporting, and interface requirements.
  • 8 years of experience developing requirements traceability from business needs through design, development, testing, implementation, and operational readiness.
  • 8 years of experience conducting current-state and future-state process analysis, gap analysis, impact analysis, and dependency analysis.
  • 8 years of experience documenting use cases, user stories, acceptance criteria, business rules, process flows, and requirements specifications.
  • 8 years of experience working across business, application, data, infrastructure, security, and vendor teams.
  • 8 years of experience supporting complex IT projects with multiple stakeholders, dependencies, risks, and decision points.
  • 8 years of demonstrated strong written and verbal communication skills, including executive-ready summaries and technical documentation.
  • 8 years of experience analyzing data flows, interfaces, reports, source-to-target mappings, or system integration dependencies.

Nice To Haves

  • 4 years of experience supporting legacy system modernization, mainframe retirement, system replacement, or enterprise transformation.
  • 3 years of experience with Medicaid, health and human services, claims, eligibility, provider, waiver, behavioral health, IDD, State Supported Living Centers, or related public-sector domains.
  • 3 years of experience with application development or infrastructure deployment projects.
  • 2 years of experience with APIs, batch interfaces, data warehouses, reporting modernization, or modular system design.
  • 2 years of experience with Texas Project Delivery Framework, DIR, state government IT governance, or public-sector procurements.
  • 1 year of holding a certification such as CBAP, PMI-PBA, PMP, Agile, Scrum, SAFe, or a related credential.
  • Candidates must currently reside in Texas. Out-of-state candidates or those planning to relocate will not be considered.
  • Interviews will be conducted in person and/or via Microsoft Teams.

Responsibilities

  • Elicit, document, validate, and manage business, functional, technical, data, reporting, and interface requirements across multiple concurrent workstreams.
  • Develop and maintain requirements traceability from business needs through design, development, testing, implementation, and operational readiness.
  • Conduct current-state and future-state process analysis, gap analysis, impact analysis, and dependency analysis related to the CARE system retirement.
  • Document use cases, user stories, acceptance criteria, business rules, process flows, and requirements specifications to support migration activities.
  • Build business process flow diagrams and visual representations of complex processes, screens, and data flows for stakeholder use.
  • Analyze data flows, interfaces, reports, source-to-target mappings, and system integration dependencies to support migration planning.
  • Facilitate discovery sessions and cross-functional reviews to synthesize findings, validate assumptions, challenge gaps, and deliver decision-ready analysis.
  • Serve as a liaison between business, application, data, infrastructure, security, and vendor teams to ensure full coverage of CARE retirement dependencies.
  • Prepare executive-ready summaries and technical documentation appropriate for diverse audiences including project leadership and agency stakeholders.
  • Support coordination across workstreams to ensure continuity of Medicaid operations throughout the CARE program transition.
