About The Position

Implements process improvement initiatives and enhance performance management, align measures with citywide goals and departmental purpose and vision, enhance reporting, and establish continuous improvement efforts. Map current activities, identifying enhancement opportunities, and facilitate implementation and change management for new ways of working. Supports the development, monitoring, and management of the Innovation & Technology Department’s budget and technology portfolio. Collects, analyzes, and maintains financial, application, license, and technology asset data to improve transparency, accountability, and decision-making for the department. Assists with budget development, capital project tracking, technology portfolio management, and financial and operational reporting to support efficient and effective technology service delivery across City departments. Collects and maintains detailed information on applications, software licenses, and subscriptions used across City departments. Coordinates with I&T divisions and business units to validate usage, costs, ownership, and funding sources to support transparency in technology expenditures. Supports technology managers with portfolio tracking by maintaining accurate and up-to-date information on current and planned technology assets, including lifecycle stage, replacement timelines, and system dependencies. Assist the I&T Budget and Portfolio Manager with the preparation, monitoring, and forecasting of operating and capital budgets by compiling financial data, reconciling expenditures, identifying variances, and supporting managers in aligning spending with approved budgets and departmental priorities. Assists project owners in tracking and monitoring technology-related capital improvement projects by reviewing budgets, funding sources, and expenditures, and preparing summaries for project managers and City Administration. Prepares recurring and ad hoc financial and operational reports related to budget status, application costs, license usage, and portfolio health, ensuring accuracy, consistency, and clarity in reporting for the Department. Conducts research and analysis to support process improvements in financial management, technology portfolio tracking, and cost allocation, and recommends enhancements to tools, workflows, and data collection practices. Provides analytical support and professional judgment to identify data discrepancies, financial risks, or improvement opportunities, and escalates findings or recommendations as appropriate. Performs related duties as required.

Requirements

  • High School Graduate or Equivalent and seven (7) years of related work experience
  • OR 2 Year College Degree and five (5) years of related work experience
  • OR Bachelor's Level Degree and three (3) year of related work experience
  • OR Master's Level Degree and one (1) year of related work experience
  • or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills, and abilities to successfully perform the essential job duties.
  • Knowledge of budgeting, financial analysis, forecasting, and budget monitoring principles, including operating and capital budgets.
  • Skill in collecting, organizing, analyzing, and interpreting financial, operational, and technology-related data to support business decisions.
  • Skill in preparing accurate reports, dashboards, presentations, and other materials for management and executive leadership using Microsoft Excel, Microsoft Word, and other business applications.
  • Ability to establish and maintain effective working relationships with department leadership, project managers, financial staff, vendors, and representatives from City departments.
  • Ability to communicate financial and technical information clearly and effectively, both verbally and in writing, to technical and non-technical audiences.
  • Ability to identify opportunities to improve business processes, financial reporting, portfolio management, or operational efficiency through collaboration, innovation, and continuous improvement.
  • Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA).
  • Final candidates must pass a pre-employment drug-screening test and physical examination.
  • During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.

Nice To Haves

  • Bachelor’s degree in Finance, Business, Public Administration, Accounting, Information Technology, or a related field, and a minimum of three (3) years of experience in budget support, financial analysis, technology asset management, portfolio tracking, or related analytical work.
  • Master’s degree in business administration, public policy, public administration, accounting, or a related field.
