About The Position

The Virginia Information Technology Agency (VITA) is seeking an experienced Business Analyst to support the Department of Corrections (DOC) in delivering high-quality application development, system enhancements, and IT services. This role plays a key part in ensuring technology solutions align with business needs, policies, and operational goals while maintaining compliance with established project management standards. The DOC Business Analyst 4 will support the Information Technology Unit in planning, analyzing, and delivering system enhancements and new applications that support the agency’s mission. This role is responsible for gathering and documenting requirements, managing stakeholder expectations, supporting system testing and deployment, and ensuring alignment with VITA standards. The analyst will collaborate closely with internal teams, external vendors, and business stakeholders to drive successful project outcomes while maintaining high-quality deliverables.

Requirements

  • Minimum 5 years of experience in negotiation, facilitation, and consensus building
  • Minimum 5 years of experience in requirements elicitation and documentation
  • Minimum 5 years of professional oral and written communication skills
  • Minimum 5 years of project management experience
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future
  • Must be able to interview in person and work on-site as required
  • Must be able to pick up equipment on-site and attend occasional on-site training
  • Local candidates strongly preferred

Nice To Haves

  • 5+ years of experience with SDLC methodologies including Waterfall, Agile, and Iterative
  • Experience with technologies such as .NET, C#, Microsoft SQL Server, ETL, BizTalk
  • Experience with MicroStrategy, relational databases, hardware, and telecommunications
  • Familiarity with messaging systems, network protocols, and CRM platforms (e.g., Dynamics)
  • Experience with web application and GUI development, reporting, and data warehousing
  • Experience with data analysis, profiling, mapping, and validation
  • Bachelor’s degree in Information Technology or a related field, or equivalent experience

Responsibilities

  • Assist in planning system changes and implementing new applications
  • Analyze DOC policies and procedures to identify system-related needs
  • Elicit, document, and manage both technical and business requirements
  • Evaluate the impact of system changes on agency policies
  • Manage stakeholder expectations and ensure alignment throughout project lifecycles
  • Serve as a liaison between DOC users, IT teams, and external vendors
  • Develop and execute testing strategies aligned with project scope and timelines
  • Perform regression testing and validate system enhancements
  • Identify defects, assess impact, and recommend corrective actions
  • Document and report testing outcomes to stakeholders
  • Support execution of system enhancements and releases
  • Coordinate communication of releases, including contingency planning
  • Facilitate release meetings with key stakeholders
  • Partner with internal teams and external resources to deliver project objectives
  • Collaborate with leadership to resolve cross-functional challenges
  • Maintain professional relationships with stakeholders and team members
  • Develop and deliver end-user training programs
  • Assess training needs based on system functionality and user knowledge
  • Create and evaluate training materials to ensure user adoption and independence

Benefits

  • This is a 1099 Contract role offering $37 – $57 per hour.
