About The Position

The Department of Economic Security, Division of Benefits and Medical Eligibility (DBME) is seeking an experienced and highly motivated individual to join our team as a Business Analysis Manager for the DBME Strategic Services team. This position serves as a Business Analysis Manager in the delivery of services and public assistance programs including Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and Medical Assistance (MA) to oversee the daily operational activities, new system development and maintenance projects for the division across a variety of technology solutions. Project responsibilities include project initiation, business analysis, coordination with development support teams/vendors, user acceptance testing, implementing support and maintenance. This position also oversees various maintenance and operational support activities including application support helpdesk, end user communication, notice and table management, and coordination with security teams for user access management. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Requirements

  • Laws, rules, security policies, privacy, and management of confidential data.
  • Methodologies and techniques of the agency, best practices within the IT industry for software development life cycle and methodologies including techniques for systems analysis and design, business process modeling, requirements gathering, quality assurance, implementation, problem isolation/resolution, and maintenance to ensure a stable and reliable computing environment.
  • Management and leadership practices and principles including staff development, recruitment, training, and performance review.
  • Project management concepts, principles, and practices.
  • Expert system administration and leadership skills to manage resources, assess staff abilities and assigning of responsibilities, coaching and motivating staff.
  • Project Management to concurrently manage multiple, complex cross functional projects.
  • Excellent interpersonal written and oral communication skills to establish, maintain, and develop internal and external working relationships.
  • Work at least 40 hours per week and maintain satisfactory attendance and punctuality standards.
  • Excellent time management skills to balance, prioritize, and organize multiple tasks and adjust plans accordingly.
  • Advocate and evaluate emerging technology changes that provide value and support agency goals; champion a cohesive and consistent approach to apply creative solutions to business problems and improve the organization.

Nice To Haves

  • Bachelor’s Degree OR five (5) or more years of related discipline (or equivalent experience).
  • Two (2) years of supervisory experience.
  • Knowledge of programs administered by DBME, systems utilized (i.e. AZTECS, HEAplus, OnBase) or other systems supporting DES programs.

Responsibilities

  • Provide oversight for new system development and maintenance projects with specific responsibility for: project initiation, business analysis, coordination with development support teams/vendors, user acceptance testing, implementation support, and maintenance. Projects include a variety of technology solutions.
  • Provide administrative coordination, leadership, and management support for the daily operational activities for the Strategic Services team. This includes but is not limited to: maintenance and operational support activities including application support help desk, end user communication, notice and table management, and coordination with security teams for user access management.
  • Serve in the absence of the System Administrator in department meetings, work-groups and speak on behalf of the division regarding all aspects of system development, design, implementation, and operations. Ensure business needs are represented and program polices, rules, regulations and operational procedures are implemented as defined by the business requirements and schedule.
  • Cultivate and maintain working relationships with applicable internal and external stakeholders including business partners, federal authorities, and technical support teams/vendors. Facilitate resolution of multi departmental issues and concerns to ensure a comprehensive approach in managing system projects and operational support in the most effective and efficient way.
  • Create and promote a productive work environment: manage resources effectively across teams, build skills and competencies, and ensure performance metrics are in place to meet the goals of the division. Drive initiatives to increase employee engagement.
  • Participate in the development and implementation of strategic goals and objectives for the division. Provide recommendations for improving organizational effectiveness in the delivery of services through system projects, policy initiatives, or operational procedures.
