About The Position

The Plans Examiner I/II is responsible for reviewing construction plans and applications and performs limited small-scale residential inspections, and assists with various administrative duties of the division. Work includes examining plans and specifications of proposed structures for compliance with codes and ordinances adopted by the City of Englewood; interpreting and explaining building ordinances and code regulations to architects, designers, contractors, and homeowners; assisting individuals who request building permits, offering advice regarding acceptable materials and methods of construction; assists in interpreting applicable codes for inspectors, architects, designers, contractors, and engineers; perform annual short-term rental inspections, and other limited property inspections; supports the building permit technician with the processing of construction permits, contractor licenses, document control and record maintenance, and other activities at the permit counter.

Requirements

  • A minimum of two (2) years of customer experience with high-public contact.
  • Plans Examiner I - Required Minimum 2 years of college, technical, or other formal job training.
  • At least 2 years of experience in a building department, design firm, construction experience, or similar.
  • Must have the International Code Council (ICC) Residential Plans Examiner certification.
  • A valid Colorado driver’s license with an acceptable motor vehicle record.
  • An equivalent combination of education, training and relevant job experience may be substituted.
  • Plans Examiner II - Required In addition to the requirements of the Plans Examiner I:
  • Minimum of 4 years of experience in enforcement of adopted construction codes as a plans examiner or building inspector.
  • Must have both the International Code Council (ICC) Commercial Plans Examiner and Commercial Building Inspector certification and one (1) additional plan examiner certification for either mechanical, plumbing, or energy.
  • Exceptional customer service skills required to provide technical advice on codes.
  • Exceptional and grammatically correct written skills and verbal communication skills.
  • Strong conflict resolution skills are required to handle stressful situations with tact and diplomacy.
  • Strong interpersonal skills are required to establish and maintain effective working relationships and provide leadership and direction to staff.
  • Adapt to changing technologies and learn functionality of new equipment and systems.
  • Intermediate to advances computer skills are needed to review plans, schedule inspections, prepare reports and correspondence, and troubleshoot permitting software.
  • Background checks will include employment references and criminal history, and when applicable, driver’s license record, education, and employment verification.

Responsibilities

  • Prepares and maintains records within city computer databases of plans, plan reviews, inspections, letters, and reports prepared or utilized in connection with all building permits.
  • Assists the Deputy Building Official and Permit Technicians with Colorado Open Records Requests.
  • Assists with document control and record maintenance of historic files.
  • Provides exceptional and professional written and verbal communication.
  • Provides support to the permit technician as needed with permit intake, contractor licensing, and similar.
  • Assists with the scheduling of appointments for the division, maintains accurate and detailed files, retrieves data, and prepares reports.
  • May present oral and written reports as required.
  • Responds to inquiries regarding adopted codes from property owners, architects, engineers, designers, contractors, and the public.
  • Answers questions related to safety standards inherent in construction codes and provides code-specific details when necessary.
  • Makes recommendations on code interpretation to the deputy building official and works together on final decisions.
  • May also make recommendations to the chief building official in the deputy building official's absence.
  • May recommend appropriate amendments to the city’s adopted construction codes to the Deputy Building Official
  • Performs annual short-term rental inspections for properties that hold an active STR registration with the city.
  • Assists the Deputy Building Official in the property maintenance inspection of primary dwellings for homeowners seeking to construct an Accessory Dwelling Unit (ADU).
  • Examine architectural and structural plans and specifications of proposed one- & two-family dwellings and townhouse structures, including accessory structures, for compliance with codes and ordinances as adopted by the city of Englewood.
  • May assist with the examination of mechanical, electrical, and plumbing plans and specifications for one- & two-family dwellings and townhouses.
  • Approves or rejects plans based on conformance to adopted codes and provides detailed comments to applicants.
  • Assist in addressing complaints regarding residential buildings.
  • Assists and meets with building inspectors on difficult or unusual code requirements or designs for structures.
  • Examine architectural and structural plans for commercial and industrial properties.
  • Performs minimal inspections, when needed, on one- and two-family dwellings and townhouses related to the replacement of siding and windows and re-roofs.
  • May perform other minimal residential inspections such as drywall, insulation, egress windows, and similar in times of staffing shortages.
  • Coordinates activities with the deputy building official, chief building official, inspectors, and permit technicians as well as other relevant city staff.
  • Maintains required certifications through continuing education and professional development.
  • May assist with special projects as requested by city staff and deemed appropriate by the deputy or chief building official.
  • Assists in the improvement and implementation of inspection and permit processing policies and procedures.
  • Performs other duties as assigned.
