About The Position

Ensures compliance with safety codes and standards by reviewing submitted plans, permit application and inspecting residential and commercial construction sites. This is accomplished by conducting building, plumbing, mechanical, and electrical inspections of construction sites and investigating and citing violations of health and safety codes. Other duties may include managing construction in flood hazard areas, providing support to various zoning boards, providing information to contractors and homeowners, assisting with administrative support, and interfacing with other City employees and citizens.

Requirements

  • Knowledge of plumbing, electrical, mechanical, and building methods, materials, and codes including working knowledge and expertise in ordinances, laws, and regulations.
  • Knowledge of, and the ability to enforce, current State and local codes, City ordinances, and regulations regarding code enforcement and building codes.
  • Knowledge of local zoning regulations.
  • Knowledge of procedures for record keeping reports, documentation, and citations.
  • Knowledge of court proceedings and the procedures and protocol for giving testimony.
  • Ability to plan, organize, prioritize, and manage projects and workflow.
  • Proficiency with computers/PC’s including standard Microsoft software [Outlook, Word, Excel, PowerPoint]. Must also be able to utilize internet-based programs and search engines for research.
  • Ability to utilize equipment required on the job, including but not limited to vehicles, PC’s, cameras, electronic recorders, tape measures, telephones and mobile devices, copiers, fax machines, scanners, and printers.
  • Ability to analyze problems, evaluate alternatives and make creative recommendations.
  • Ability to read and interpret plans, specifications, and guideline.
  • Proficiency with calculations, including measurements, proportions, percentages, area, circumference, and volume. Requires knowledge of basic algebra and geometry.
  • Ability to maintain accurate records and prepare clear and concise reports and correspondence.
  • Ability to make effective presentations as needed to communicate information to individuals, groups, clients, the public, court officials, City management and City Council.
  • Ability to establish and maintain effective working relationships with co-workers in other departments to accomplish cross-departmental projects.
  • Seven (7) years of increasingly responsible building inspection, public works, asset maintenance and management, or related experience, including two years of management responsibility.
  • Class “C” Texas Driver’s License with excellent driving record.
  • Texas Plumbing Inspector’s License or obtain the same within twelve (12) months from the date of hire.
  • Hold current ICC Certification as a Residential Combination Inspector or obtain within six (6) months from date of hire two or more of the following licenses:
  • Residential/Commercial Building Inspector
  • Residential/Commercial Mechanical Inspector
  • Residential/Commercial Electrical Inspector
  • Residential/Commercial Plumbing Inspector
  • Residential/Commercial Energy Conservation Inspector
  • A combination of education, training, and experience providing the required knowledge, skills, and abilities may be considered.

Responsibilities

  • Reviews submitted plans and permit applications to ensure compliance with adopted safety codes and regulations.
  • Conduct inspections to ensure compliance with State and City regulations, ordinances, and codes.
  • Issues permits and Certificates of Occupancy.
  • Research case history as needed to support corrective action when necessary. Interpret ordinances, State and local codes and regulations, and apply them accurately to cases.
  • Document code enforcement workflow, including providing detailed and accurate data regarding code enforcement cases.
  • Present information about cases in a succinct, professional manner to Department Directors, City Management, and Court Officials as needed.
  • Communicate effectively (written and orally) with the public regarding compliance issues, corrective measures, and solutions.
  • Perform other duties as assigned, including being available for emergency call-out when necessary for continuity of public services.
  • Supervises employees by hiring new employees, approving time sheets, and determining training needs, ensuring compliance with state and federal safety regulations, approving vacation and leave schedules, relaying instructions to field foreman/crew leaders and providing proper training on equipment.
  • Performs other duties as assigned.
