About The Position

Public Agency Resources (PARS), a subsidiary of Willdan Group Inc., has an opening for a part-time Building Official in the Austin, TX area. Willdan provides trusted, responsive, and results-driven building and safety services to public agencies throughout Texas. The Building Official serves as a senior technical and managerial resource, ensuring code compliance, operational excellence, and exceptional customer service while supporting regulatory objectives and community development goals.

Requirements

  • 10 years of progressively responsible experience in building inspection, plans examination, code enforcement, or building department management.
  • ICC Certified Building Official (CBO) – Required or ability to obtain withing 90 days.
  • Texas State Plumbing Inspector License – Required or ability to obtain withing 90 days.
  • Strong working knowledge of Texas-adopted building codes.
  • Demonstrated ability to interpret and apply complex codes, ordinances, and regulatory requirements.
  • Proven leadership experience managing multidisciplinary technical and administrative teams.
  • Excellent verbal and written communication skills, including the ability to present effectively to elected officials, boards, commissions, and community stakeholders.
  • Commitment to customer service excellence, professionalism, and collaborative problem-solving consistent with Willdan’s values.

Responsibilities

  • Review requests for, and issue, building permits.
  • Examine plans and specifications of new construction, additions, and alterations to residential and commercial buildings to determine compliance with the provisions of applicable city, state, and federal construction codes, ordinances, rules, and regulations.
  • Conduct surveys of existing buildings to determine lack of prescribed maintenance, housing violations, or hazardous conditions.
  • Administer and oversee building permit issuance and plan review services in accordance with City ordinances, State of Texas requirements, and adopted International Codes.
  • Review and evaluate construction plans and specifications for residential and commercial projects to ensure compliance with applicable building, life safety, energy, accessibility, zoning, and land development regulations.
  • Ensure compliance with adopted codes and standards including, but not limited to: International Building Code (IBC), International Residential Code (IRC), International Mechanical, Plumbing, and Fire Codes.
  • Oversee and/or conduct inspections of residential, commercial, industrial, and special-use buildings during all phases of construction to verify compliance with approved plans and applicable codes.
  • Inspect existing buildings for changes in use or occupancy, substandard maintenance conditions, housing violations, and potential life-safety hazards.
  • Issue correction notices and notices of violation; monitor compliance and coordinate enforcement actions consistent with jurisdictional procedures.
  • Prepare detailed inspection records, enforcement documentation, and technical reports for administrative review, legal proceedings, and appeals.
  • Interpret complex code and legal requirements and provide clear, practical compliance guidance to owners, developers, contractors, and design professionals.
  • Serve as an expert witness and testify at appeal hearings, boards, and commissions regarding code interpretation and enforcement determinations.
  • Provide leadership, direction, and performance management for plan review, inspection, and administrative personnel assigned to Willdan projects.
  • Support recruitment, onboarding, training, and professional development of inspectors, plans examiners, and support staff.
  • Deliver technical training on code updates, City amendments, Texas regulations, and best practices in building safety.
  • Demonstrate strong business acumen by building credibility, trust, and long-term partnerships with clients and stakeholders.
  • Manage building and safety programs and projects, including client liaison, inter-agency coordination, scheduling, and budget oversight.
  • Maintain effective working relationships with City departments, state agencies, utility providers, and other regulatory entities.
  • Proactively address client operational, financial, and service-delivery objectives; anticipate needs and recommend solutions aligned with regulatory and budget constraints.
  • Make professional presentations to City Council, boards, commissions, and community groups.
  • Stay current on evolving codes, City amendments, State of Texas regulations, and emerging trends in building inspection and plan review services.
  • Maintain comprehensive files, records, and reports related to Building Official and Building Department management activities.
