About The Position

The SF Environment Department is seeking a skilled project manager and seasoned collaborator to join its Construction and Demolition Zero Waste team. This role involves driving large-scale behavior change through clear communication, demonstrating expertise in sustainable building materials management, and engaging a wide range of partners and stakeholders. The C&D team is part of the larger Zero Waste team, which focuses on reducing material generation and disposal through the Zero Waste hierarchy: redesign, reduction, reuse, repair, recycle/compost, beneficial reuse, and disposal. Requirements

  • Possession of a baccalaureate degree from an accredited college or university.
  • Two (2) years of professional experience in planning, coordinating, implementing, analyzing, or evaluating qualifying programs or policies in the field of environment, community engagement, zero waste, and/or construction and demolition.
  • Substitution: Additional experience as described above may substitute for the required degree on a year-for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one year.

Nice To Haves

  • Experience with job duties involving the research, development, implementation, and/or enforcement of policies and/or programs supporting the reuse of building materials.
  • Experience overseeing the implementation, and/or oversight of grant administration, and/or vendor contracts.
  • Skilled project manager with experience stewarding processes to drive stakeholder engagement and community partnerships.
  • Experience gaining compliance with legislation, with an emphasis on solid waste and/or green building requirements.
  • Fluency in Cantonese, Spanish or other languages commonly spoken in San Francisco besides English.
  • An understanding of equity, inclusion, and diversity concepts.

Responsibilities

  • Coordinate the implementation, evaluation, and enforcement of state and local building material management policies and programs.
  • Provide expertise and analysis to help the city meet its Zero Waste targets of reducing discarded material generation by 15% by 2030 and material disposal by 50% by 2030.
  • Lead efforts to research, develop, and implement actions from the CAP’s Circular Economy Strategy 1, focusing on circular, low-carbon, safe, and healthy construction processes and materials that center environmental justice communities and minority business enterprises.
  • Develop, coordinate, and implement programs, policies, and partnerships to increase reuse, recycling, and/or composting outcomes in the construction sector.
  • Coordinate efforts to scale compliance with Environment Code Chapters 7 and 14, including designing, analyzing, revising, and recommending program enhancements.
  • Engage and work collaboratively with City staff, building industry experts, local and state authorities, community-based organizations, San Francisco businesses and residents, and other stakeholders to support compliance monitoring and enforcement.
  • Support oversight of construction and demolition (C&D) projects to demonstrate and document compliance with State (CALGreen) and local debris recovery requirements.
  • Utilize Green Halo software to review Material Reduction and Recovery Plans in partnership with the Department of Building Inspection (DBI).
  • Provide support and technical assistance to businesses and other stakeholders regarding compliance with requirements.
  • Update and maintain databases (e.g., Salesforce) and records; analyze data and report findings; develop data use strategies to track information and prepare reports.
  • Support SF Environment staff with grant and contract proposals, including identifying funding opportunities, tracking expenditures and deliverables, and developing and administering reports.
  • Plan and facilitate education, training, and engagement events, including presentations at Commissions and Board of Supervisor committees.
  • Develop digital engagement and in-person outreach campaigns, including research, strategy development, and analysis of results.
  • Prepare written and graphic materials, including outreach materials, web content, reports, and presentations.
  • Respond to inquiries from the public, including complaints and requests for information.
  • Supervise and support junior staff, fellows, and/or interns, as needed.
