Under general supervision, performs inspections at various stages of construction, alterations, and repair of residential building sites making sure construction is safe; ensures conformance with approved plans, specifications, standards, permits, licensing, and safety standards; provides a variety of information to property owners and contractors; and performs related work as required. Receives general supervision from the Building Official. Exercises no supervision of staff. This is the journey-level class in the Building Inspector series that performs the full range of duties related to participating in and conducting a variety of plan review and combination inspection activities. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Building Inspector in that the latter provides technical and functional direction and training to lower-level building inspection staff.

Requirements

  • Knowledge of principles, practices, methods, materials, techniques, and safety standards of building construction, building inspection, and structural design for residential buildings.
  • Knowledge of building, plumbing, electrical, mechanical, life safety, energy, and related codes.
  • Knowledge of applicable governing the construction of assigned projects.
  • Knowledge of occupational hazards and standard safety practices necessary in the area of building inspection and construction.
  • Knowledge of safety equipment and practices related to the work.
  • Knowledge of mathematical principles including algebra, geometry, and trigonometry.
  • Knowledge of recordkeeping principles and procedures.
  • Knowledge of modern office practices, methods, and computer equipment and applications related to the work.
  • Knowledge of English usage, grammar, spelling, vocabulary, and punctuation.
  • Knowledge of techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Knowledge of safe driving rules and practices.
  • Ability to interpret, apply, explain, and ensure compliance with applicable federal, state, and local laws, rules, regulations, policies, and procedures, and departmental policies governing the construction and inspection of buildings.
  • Ability to review, understand, interpret, and analyze construction blueprints, plans, specifications, architect and engineering drawings, and maps for conformance with City standards and policies.
  • Ability to detect faulty materials and workmanship and determine the stage of construction during which defects are most easily found and remedied.
  • Ability to coordinate and deal with contractors and property owners, as well as investigate building code violations and respond to inquiries and complaints in a fair, tactful, and timely manner.
  • Ability to prepare clear, effective, and accurate reports, and other written material; maintain accurate and precise records.
  • Ability to effectively represent the department and the City in meetings with other departments, public and private organizations, and individuals.
  • Ability to maintain accurate logs, records, and basic written records of work performed.
  • Ability to make accurate mathematic computations.
  • Ability to operate office equipment and computer applications related to the work.

  • Equivalent to graduation from high school supplemented by construction code classes, such as uniform building, plumbing, mechanical, national electrical, and/or local municipal code, or a related field, and one (1) year of experience as a building inspector working for a municipality or equivalent, or four (4) years of experience as a general contractor or in the trades.
  • Possession of a valid Class C California driver's license and have a satisfactory driving record.
  • Possession of at least one I.C.C. building inspection certification.
  • Possession of an I.C.B.O. combination building inspection certification within one year from the date of hire.

Responsibilities

  • Performs field inspections of new and existing residential properties at various stages of construction, alterations, and repair for conformance to codes, regulations, plans, specifications, standards, and architect and engineering drawings.
  • Performs non-structural plan checking for completeness, accuracy, and code compliance.
  • Initiates minor field changes on contract projects not involving structural or architectural features.
  • Writes "stop work" notices for work being done without permits or in an unsafe manner.
  • Reviews plans and applications for building permits; may issue building permits.
  • Investigates complaints regarding existing buildings or new construction to determine if code violations or problem conditions exist.
  • Consults with the Building Official regarding legal aspects of building inspection and other matters.
  • Confers with and provides information to property owners, contractors, and others regarding code requirements and alternatives; attends pre-construction meetings; resolves complaints and problems.
  • Conducts follow-up inspections to ensure compliance; establishes and maintains accurate and records and files.
  • Prepares and maintains a variety of correspondence, reports, correction notices, and other written material.
  • Represents the City in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
  • Operates a standard vehicle to travel to multiple locations in order to perform assigned tasks.
  • Performs other duties as assigned.

  • Vacation Cash Out - Cash out up to forty (40) hours of vacation per year.
  • Sick Leave - 8 hours per month. Remaining balances roll over with no maximum cap.
  • Health Insurance - City pays a generous portion of the CalPERS medical premium, including 100% for Employee+One for 5 of the health plans.
  • City pays 100% for dental and vision premiums.
  • Life Insurance- City-paid $50,000 policy and $1,500 policy for dependents.
  • Long Term Disability - City-paid benefit is up to 60% of base salary.
  • EAP - Confidential employee assistance plan.
  • Longevity Pay - beginning at 10 years of service, 5%; 15 years of service, 7.5%.
  • Bilingual Pay - $100 per month.
  • Medical-in-lieu - Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.
  • Incentives - up to 2.5% - 10%
  • On Call Pay - Two hours for every normal workday and four hours for every holiday weekend (depending on classification).
  • Standby Pay - Two hours for each standby shift of 8 hours or less (depending on classification).
