About The Position

Nestled along the shores of the Puget Sound and just a scenic ferry ride from Seattle, the City of Bremerton offers an exceptional blend of career opportunity and quality of life. The salary indicated includes longevity (1% earned after five years and increases to a maximum of 4% after 20 years). Additionally, a 3.8% cost of living increase has been approved for 2027. Reporting to the Building Official and under general direction, this role responds to inquiries from developers, contractors, and the public regarding building code compliance. It involves reviewing complex residential and commercial building plans and specifications for compliance with applicable building codes and ordinances, conducting on-site inspections for code compliance, assisting with and advising staff on the application and interpretation of adopted codes, and performing a variety of plans examination duties. The Building Inspector / Plans Examiner II classification is distinguished from the Building Inspector / Plans Examiner I by its greater amount of required experience and International Code Council (ICC) certification requirements, responsibility for more complex plan reviews and inspections, and advisory responsibility to the Building Official for code interpretations of state, local and international building codes and ordinances.

Requirements

Knowledge of principles, practices, methods, and techniques used to review complex building plans and specifications.

Knowledge of principles of structural engineering.
Knowledge of methods and techniques used to conduct on-site building inspections.
Knowledge of modern office practices, procedures, equipment, computer applications, recordkeeping practices, and permit systems.
Ability to analyze, interpret, and accurately review complex building plans, calculations, and specifications.
Ability to interpret, apply, and enforce applicable building codes, ordinances, and regulations.
Ability to maintain complete and accurate records of plan, calculation, and specification reviews.
Ability to conduct on-site building inspections.
Ability to respond professionally to requests and inquiries from the public and building-industry professionals and provide effective customer service.
Ability to establish and maintain effective collaborative working relationships with those contacted in the course of work.
Ability to communicate clearly and professionally, both orally and in writing, and prepare clear and concise professional correspondence.
Ability to work independently.
Ability to use Microsoft Office applications and related computer systems.
Ability to perform advanced mathematical calculations.
Associate degree in construction management, architecture, engineering, or a related field; OR a high school diploma or GED and five (5) years of increasingly responsible experience in building or fire code permitting, plan review, or inspection.
A valid Washington State driver's license is required and/or must be obtained before appointment or by another date established by the City.
Must possess International Code Council (ICC) certifications as an International Residential Code (IRC) Building Inspector, Plans Examiner, and International Building Code (IBC) Building Inspector, or other certifications accepted by the City as demonstrating competency as a building inspector or plans examiner.
Required certifications must be maintained throughout employment.

Responsibilities

Receives and processes permit applications and plans for review; reviews complex residential and commercial building plans and specifications for compliance with applicable state, local, and international building codes and ordinances, including barrier-free facility and energy code requirements; approves plans and issues permits as appropriate.
Provides building code information to the public, contractors, developers, engineers, and architects; interprets construction codes and ordinances; assists staff with the review of building plans and specifications; and advises the Building Official regarding interpretations of state, local, and international codes.
Conducts on-site inspections of complex residential and commercial buildings and verifies that field conditions comply with submitted permits and approved plans.
Attends and participates in professional group meetings and remains current on trends and developments in plans examination and building code compliance.
Participates in the review, modification, and adoption of new building codes and ordinances.
Maintains a regular and reliable attendance.
Performs related duties as assigned or required.
