About The Position

The Building Facility Manager (BFM) is responsible for the safe, reliable, and efficient operation, maintenance, and stewardship of assigned facilities, infrastructure, and building systems. The BFM serves as the primary point of contact for facility operations, maintenance planning, tenant support, construction coordination, and infrastructure reliability. This position manages facilities and associated infrastructure throughout their lifecycle and works closely with operations personnel, maintenance organizations, engineers, contractors, tenants, and management to ensure facilities remain safe, compliant, and mission ready. Assigned facilities may include office, industrial, laboratory, utility, nuclear support, and/or other specialized facilities. The BFM functions as the facility landlord and is responsible for implementing tenant use agreements, coordinating maintenance activities, supporting infrastructure projects, and ensuring facility systems operate in accordance with applicable safety, environmental, and regulatory requirements.

Requirements

  • Level 3: Bachelor's degree in Engineering, Facilities Management, Construction Management, Industrial Technology, or related technical discipline and 5 years experience. Master’s and 2 years experience. PhD and 2 years experience; OR 11 years equivalent combination of education, training, and relevant experience.
  • Level 4: Bachelor's degree in Engineering, Facilities Management, Construction Management, Industrial Technology, or related technical discipline and 9 years experience. Master’s and 6 years experience. PhD and 4 years experience; OR 15 years equivalent combination of education, training, and relevant experience
  • Demonstrated experience in facility operations, maintenance, construction, infrastructure management, or industrial operations.
  • Experience working with multiple building systems and utility infrastructure.
  • Ability to read and interpret engineering drawings, schematics, blueprints, and technical specifications.
  • Working knowledge of Lockout/Tagout (LOTO) practices and industrial safety requirements.
  • Experience coordinating maintenance, repair, or construction activities.
  • Strong communication and customer service skills.
  • Proficiency with Microsoft Office applications and computerized maintenance management systems (CMMS).
  • Valid driver's license.
  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.

Nice To Haves

  • Supervisory or leadership experience in an industrial, utility, manufacturing, laboratory, or facility environment.
  • Experience managing represented employees and working within collective bargaining environments.
  • Experience with Building Automation Systems (BAS), SCADA, or industrial control systems.
  • Experience with electrical distribution systems, HVAC systems, boilers, generators, fire protection systems, or utility infrastructure.
  • Facility Management Professional (FMP), Certified Facility Manager (CFM), IFMA, BOMI, or related certifications.
  • Knowledge of OSHA, NFPA, International Building Code (IBC), and related regulatory requirements.
  • Experience with capital projects, facility planning, and asset management programs.
  • Experience supporting emergency response or on-call operations.

Responsibilities

  • Ensure safe, compliant, and efficient operation of assigned facilities and infrastructure systems.
  • Maintain facility readiness and operational reliability to support organizational missions.
  • Develop and implement facility maintenance, repair, replacement, and lifecycle strategies.
  • Conduct facility assessments and identify opportunities to improve reliability, efficiency, and performance.
  • Review lessons learned and operating experience to identify and mitigate potential vulnerabilities.
  • Support long-range planning, capital improvements, and infrastructure modernization efforts.
  • Monitor facility conditions and ensure corrective actions are implemented when deficiencies are identified.
  • Provide oversight and technical understanding of facility systems, including but not limited to: Electrical distribution systems, HVAC systems and building automation controls, Boilers and steam systems, Chilled water and cooling water systems, Potable water systems, Wastewater and sewer systems, Fire suppression and fire alarm systems, Emergency generators and backup power systems, Compressed air systems, Mechanical equipment and pumping systems, Roofing, building envelope, and structural systems, Roads, parking lots, sidewalks, and site infrastructure, Landscaping and grounds maintenance, Communications and utility infrastructure.
  • Submit, review, prioritize, and approve maintenance work requests and work orders.
  • Coordinate preventive, predictive, and corrective maintenance activities.
  • Ensure maintenance activities are planned and executed safely and efficiently.
  • Support outage planning and facility shutdown activities.
  • Verify that maintenance documentation, procedures, drawings, and system records remain current.
  • Ensure as-built drawings, schematics, and configuration documents are maintained.
  • Serve as the primary facility representative for building occupants and tenants.
  • Administer Tenant Use Agreements and facility service expectations.
  • Respond to tenant concerns and coordinate resolution of facility-related issues.
  • Communicate planned outages, maintenance activities, and project impacts.
  • Coordinate with facility users to support mission requirements while maintaining safe operations.
  • Coordinate facility-related construction, renovation, and infrastructure projects.
  • Interface with engineers, project managers, construction personnel, contractors, and maintenance organizations.
  • Participate in project planning, design reviews, acceptance testing, and turnover activities.
  • Ensure operational requirements, maintenance needs, and facility impacts are incorporated into project planning.
  • Support project closeout activities and ensure appropriate documentation is completed.
  • Promote a strong safety culture and ensure compliance with applicable regulations, policies, and procedures.
  • Ensure work is conducted in accordance with Lockout/Tagout (LOTO), electrical safety, industrial safety, and environmental requirements.
  • Participate in inspections, audits, assessments, and investigations.
  • Support emergency preparedness and facility response activities.
  • Ensure compliance with applicable building codes, fire codes, environmental regulations, and organizational requirements.
  • Lead, mentor, and coordinate facility operators, maintenance personnel, contractors, and support organizations.
  • May supervise facility operations staff and represented employees.
  • Provide technical guidance and performance feedback.
  • Coordinate training and qualification requirements for assigned personnel.
  • Foster productive working relationships across organizations and stakeholder groups.

Benefits

  • The pay range for this position is: Level 3 ($95,256 – $195,288) / Level 4 $(114,360 - $235,336). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
