About The Position

The Building Decarbonization Specialist will be responsible for leading research and development of decarbonization policy for the built environment within the county. This position will serve as the primary liaison between staff and the Denver Regional Council of Government’s Building Policy Collaborative (BPC) to advise on advanced building decarbonization policy governing both commercial and residential buildings and support implementation of the countywide Climate Action Plan. This position operates on a Hybrid schedule Monday- Thursday, 40 hours a week. This role is grant funded with an expected end date of September 30 of 2029.

Requirements

  • Three years work related experience
  • Bachelors Degree
  • A valid Colorado driver’s license is required for positions that drive on County Business in either a county or personal vehicle within 30-days of hire or beginning to serve as an intern or volunteer.
  • Offer of employment is contingent upon successful completion of criminal history, motor vehicle report, education verification, and/or references for all positions.

Nice To Haves

  • Experience with building electrification, energy efficiency, decarbonization strategies, and low-carbon design/construction and buildings systems.
  • Knowledge of building energy efficiency benchmarking/performance policies and residential home energy transparency policies.
  • Experience with policy making in local government.
  • Experience with stakeholder engagement.

Responsibilities

  • Serves as the primary liaison between staff and the Denver Regional Council of Government’s BPC.
  • Coordinates with appropriate county staff across departments.
  • Participates in research and providing community input during the BPC peer network meetings.
  • Researches, analyzes, and recommends building decarbonization policy for the county to increase energy efficiency and reduce greenhouse gas emissions from residential and commercial buildings. Example policies include commercial benchmarking and performance policies and residential home energy transparency policies.
  • Assist with assessing current and future needs for energy and emissions data collection and analysis as it relates to permitting system software.
  • Engages and collaborates with key stakeholders to gain input and feedback on policy components.
  • Facilitates the review of draft policies with stakeholders.
  • Assists staff as needed with the adoption of State of Colorado Low Energy and Carbon Code.
  • Provides education and communication surrounding building decarbonization policy, building energy efficiency, beneficial electrification, and emissions to county staff and the public.
  • Assists with the administration, documentation, and reporting for grant funding.
  • Other duties as assigned.
