The Contract Manager for Budgets (CM, Social Services Program Manager) is responsible for assisting in the development and implementation of new and revised policies, business practices and procedures as it relates to review and processing of subrecipient contract budgets. The position, as part of the DCM management team, works to improve operations and effectiveness; collaborating with program managers and other division leadership to improve strategies and implement changes; and conducting planning, evaluation, and staffing functions. The position also oversees contract budget processing for all cost-settled and fee-for-service agreements. Duties involve collaborating with Contract Managers (CM), program management, program and fiscal officers, internal department auditors, and legal resources to ensure that contract paperwork is timely, accurate, and flowing smoothly through department processes. When overseeing contract budget processing, the goal is to ensure reviews of cost-settled budgets are reviewed timely so that contracts are encumbered prior to their start date. The goal of agreement closeout processing is to ensure the reviews happen timely, so as not to lose federal funding because of late closeout reports. The contract manager also provides guidance and answers questions around quarterly financial reports.
