About The Position

A Budget Manager to join our team. In this role, you will plan, organize, and oversee the development, implementation, and administration of the City's annual operating and capital budgets. This position manages the citywide budget process, provides strategic financial analysis and forecasting, ensures compliance with applicable laws, regulations, policies, and best financial practices, and performs other related duties as assigned.

Requirements

  • Managing and coordinating the preparation of the City's annual operating budget.
  • Coordinating with City departments regarding the budget process.
  • Compiling/analyzing financial data and preparing a variety of financial records and reports.
  • Responding to budget inquiries and assisting City departments in resolving financial issues.
  • Supervising, leading, and delegating tasks and authority.
  • Establishing and maintaining cooperative relationships with other staff, City departments, and outside agencies.
  • Bachelor's Degree in Accounting, Finance, Business Administration, or related field; and two years' governmental finance experience; or an equivalent combination of education and experience.
  • Must possess a valid Texas Driver License.
  • Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.

Responsibilities

  • Organizes and provides oversight for the City's budget process; establishes budget schedules; coordinates budget activities with City departments, and proposes amendments to budget.
  • Coordinates the development of the annual budget document and submission for award consideration to the GFOA.
  • Develops and/or enhances models and analytical tools for short-term and long-term financial planning and forecasts related to revenues and expenses.
  • Conducts financial and budgetary policy research and develops, recommends, and implements process improvement in relation to the City's budget policies and procedures.
  • Oversees the update of the Truth-in-Taxation calculations for annual city property tax rates and proposes a tax rate to support maintenance and operations and debt service requirements of the City.
  • Prepares written reports, graphs, presentations, oral reports, and other support for financial presentations to City Council and other boards.
  • Compiles and analyzes financial data related to sales tax and prepares a monthly analysis of sales tax trends.
  • Responds to various types of budget inquiries; provides technical guidance and/or budget assistance to Finance staff and other City departments.
  • Supervises, trains, and evaluates the performance of assigned personnel; monitors and ensures staff compliance with departmental policies, procedures, and applicable regulatory requirements.
  • Coordinates the development of the Capital Improvements Plan (CIP) and monitors revenues and expenses for projects approved in the CIP
  • Coordinates the development of the annual fee study and monitors revenues related to the schedule of fees.
  • Performs such other related duties as may be assigned.
  • Regular and timely attendance is required.
