The City of Oakland is currently recruiting to fill two (2) Senior Budget & Management Analyst positions within the Finance Department. This is an exciting and pivotal time to join the City of Oakland. The Budget Bureau in the Finance Department is responsible for supporting the City’s most important financial and public policy decisions and producing the City’s budget. The budget serves as an operations guide and dictates exactly which services, programs, and projects are funded. Budget and policy discussions are creating space to reimagine local government, prioritize equity and accessibility, strengthen core services, and ensure resources align with community needs. Requirements

  • A Bachelor's degree from an accredited college or university with major coursework in accounting, finance, business administration or related field.
  • Four (4) years of progressively responsible professional experience in a government agency performing budgetary or financial management and analysis in support of the agency's fiscal operations.
  • An incumbent in this position is expected to operate automotive vehicles in the performance of assigned duties.
  • Due to the nature of the assignment and the hours worked, public transportation may not be an efficient method for traveling to required locations.
  • An individual appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

Nice To Haves

  • A Master's degree is highly desirable.
  • Prior experience in a Budget or Financial Planning unit
  • Experience with the City’s ERP System - Oracle
  • Experience with the City’s Financial Processes

Responsibilities

  • Partnering with department leadership to build, monitor, and adjust annual budgets.
  • Regularly reviewing budget-to-actual reports to identify spending trends, potential shortfalls, and opportunities for cost savings.
  • Adjusting budgets based on changing assumptions, personnel updates, or legislative impacts.
  • Compiling, preparing, and analyzing quarterly and annual financial statements detailing revenue sources and operational expenses.
  • Evaluating and approving requests to fill vacant positions, changing roles, or creating new positions while assessing the financial impacts.
  • Maintaining awareness of significant policy discussions, service delivery issues, best practices, and legislative trends affecting assigned departments.
  • Analyzing, reviewing, and evaluating fiscal and operational performance measurements for assigned departments.
  • Using and managing the City’s budgetary systems to track finances, preparing the budget book, and creating clear presentations and analytical reports.

  • Vacation: 2 weeks per year minimum with the ability to accrue more depending on public sector years of service
  • Retirement: CalPERS (California Public Employees’ Retirement System) with a pension formula of 2.5% @ 55 (for Classic CalPERS members) and 2% @ 62 for new CalPERS members. Classic Employees contribute 8% of pre-tax wages.
  • The City of Oakland does not participate in Social Security
  • Health: The City of Oakland pays the full cost of employee and eligible dependent coverage at the Kaiser rate. Other plans include Anthem, Blue Shield, United Health Care, and other HMO and PPO plans
  • Dental: Delta Dental full premium for employees and eligible dependents
  • Vision: VSP full premium for employees and eligible dependents
  • Sick leave: Employees accrue 12 days per year
  • Deferred Compensation: 457(b) pre-tax plan and an after-tax ROTH 401(k)plan
