About The Position

Southern California Association of Governments (SCAG) is seeking a detail-oriented and motivated limited term Budget and Grants Analyst II to join the Finance division. Working under the direction of the Principal Budget and Grants Analyst, the Budget and Grants Analyst II will primarily support the Senior Budget and Grants Analyst in grant administration, budget development, and the review and submission of grant proposals for various funding activities. The selected candidate should have experience in preparing budget documentation and timelines. If you possess strong self-management and communication skills, this may be the position for you! The Grants Administration business unit develops and manages SCAG’s Overall Work Program (OWP) Budget, in coordination with the Budget Administration business unit within the Budget & Grants Department. The team is responsible for the development, reconciliation, and monitoring of the OWP Budget and related amendments. The team provides overall budgetary guidance to the agency and provides support to the divisions within SCAG.

Requirements

  • 3 years of experience in budget and grants
  • A bachelor’s degree in a relevant field
  • Strong attention to detail and self-management skills.
  • Strong written and oral communication skills with the ability to develop and review clear, concise communications and reports.
  • Strong strategic thinking skills with the ability to conduct research and make recommendations on streamlining the budget process.
  • The ability to effectively collaborate with staff.
  • Proficiency in Microsoft Office Suite with intermediate to advanced knowledge of Microsoft Excel.

Nice To Haves

  • Experience with tracking and updating expenditures.
  • Experience with budget administration and/or accounting in the public sector.
  • Knowledge of Federal, State, and local policies, procedures, laws and regulations applicable to budget administration and grant management for public agencies.

Responsibilities

  • Support the development, implementation, and ongoing monitoring of grants to ensure compliance with funding requirements and program objectives.
  • Support the Senior Budget and Grants Analyst with grant administration activities, including budget monitoring, compliance tracking, reporting, and grant documentation for various funding programs such as Caltrans.
  • Prepare budget amendments and administrative budget amendment documents as needed.
  • Closely monitor the agencywide labor budget for various grants.
  • Prepare recommendations for budget reallocation during the budget amendment process.
  • Provide support to the Principal Budget and Grants Analyst on various process improvement projects such as brainstorming to streamline the budget process and Budget and Grants internal process for proofing and validating.
  • Perform other duties as assigned.

Eligibility for these models will depend on the department, position, responsibilities, and duties, as determined by management. All work models require employees to reside within the SCAG region. This position is expected to follow the hybrid model and be in the office 2 days per week.
