About The Position

This role performs professional financial and analytical work supporting the Construction & Property Management (CPM) Department, including conducting technical and fiscal analyses to ensure accurate and timely budget development and monitoring. It also supports the development and administration of the department’s fiscal year budget; analyzes fiscal impacts related to contracts, projects, and personnel; monitors budget-to-actual performance and coordinates budget adjustments and supplements; and performs a range of financial, systems, administrative, and analytical activities, including financial reporting, systems analysis, and operational support.

Requirements

  • Bachelor’s degree in business, accounting, finance, public administration, or related field and two (2) years of experience in accounting, budgeting, and financial management in a large highly computer automated organization; or an equivalent combination of education, training, and/or experience.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Knowledge of generally accepted accounting principles (GAAP), particularly as applied to governmental accounting and financial reporting.
  • Knowledge of the principles and procedures associated with the preparation of the annual budget.
  • Knowledge of Florida Statutes applicable to budgeting and financial management within the public sector, particularly Chapters 129 and 200.
  • Knowledge of the State of Florida Uniform Accounting System for Local Governments.
  • Knowledge of computer software applications such as Microsoft Office applications for financial evaluation and data manipulation.
  • Skill in demonstrating leadership on assigned special projects and other complex assignments (such as cost allocation plan development, multi-year financial forecast development, FEMA reimbursement).
  • Skill in exercising considerable independent initiative, fostering collaboration and teamwork, and demonstrating creativity and innovation leading to improved work processes.
  • Skill in an integrated, automated financial software environment.
  • Skill utilizing an automated budget development tool.
  • Ability to communicate ideas, findings, and recommendations in a clear, concise manner, both verbally and in writing.
  • Ability to relate to and address others in a public forum in a clear and concise manner.
  • Ability to research and assimilate data from various detailed record sources for the development of analyses and reports.
  • Ability to establish and maintain effective working relationships with officials and employees in County departments.

  • Ability to use small office equipment and computers.

Responsibilities

  • Provides guidance to departments in the preparation of operating finance and accounting plans, including annual budgets, budget administration, debt management, and other complex financial assignments.
  • Reviews and monitors budgets, expenditures, and contracts to ensure compliance with federal, state, and County laws and regulations, as well as County and departmental procedures and practices, and for economic feasibility.
  • Monitors budget-to-actual performance; identifies variances and recommends corrective actions.
  • Provides superior customer service to stakeholders to support effective financial management and achievement of departmental goals.
  • Performs policy, budget, and financial analysis; conducts technical fiscal studies; analyzes data; and independently recommends courses of action.
  • Prepare periodic financial reports and other special reports required for federal, state, and internal purposes.
  • Prepares and delivers presentations and analytical summaries to support internal decision-making.
  • Works with sensitive personnel and financial data at the departmental and County level, maintaining confidentiality and data integrity.
  • Identifies, leads, and implements process improvements and develops standard operating procedures (SOPs) to enhance operational efficiency.
  • Collaborate with coworkers to develop and deliver training related to financial processes, systems, and reporting.
  • Performs technological, business, and administrative tasks to support financial systems, including troubleshooting, testing, report development, and system enhancements.
  • Partners with technical resources to improve financial systems and reporting capabilities.
  • Leverages technology tools to accurately and efficiently perform assigned duties.
  • Performs assigned projects of research and analysis of financial data from data management systems.
  • Performs other related job duties as assigned.
