About The Position

The Budget & Finance Supervisor is responsible for all activities related to financial planning and analysis including preparation of the annual department budget, quarterly financial analysis, budget monitoring, budget amendment process, and multi-year financial plan. Coordinates financial projections, purchasing, accounting, reports, and technical and personnel operations for the department. Supervises technical and clerical staff. Provides administrative and technical support services. Represents the department in a variety of internal and external meetings. This position operates primarily in person with occasional work from home opportunities. This role is 40 hours a week.

Requirements

  • Minimum Five years' work-related experience
  • Bachelor's Degree
  • An equivalent combination of education and experience is acceptable.
  • A valid Colorado driver’s license is required for positions that drive on County Business in either a county or personal vehicle within 30-days of hire or beginning to serve as an intern or volunteer.
  • Successful completion of criminal history, motor vehicle report, education verification, and/or references for all positions.

  • Supervision experience.
  • Budget and financial experience to include financial projections, 5-year capital improvement plan financial strategies.
  • Workday knowledge preferred.

Responsibilities

  • Oversee the annual budget development and implementation.
  • Coordinate budget process and present budget to internal stakeholders.
  • Monitor and track annual budget and administer changes to the budget and make decisions per applicable budget transfers and amendments.
  • Determine financial planning strategies including forecasting all applicable revenue sources, grants program funding, capital projects and operations and allocation of resources including personnel, budget and equipment for all sections and functions.
  • Oversee and approve requisitions, purchasing, claim voucher, contracts, accounts payable, accounts receivable, transfers, payroll and ProCard processing.
  • Manage all department accounts and use revenue and expenses when developing budget.
  • Route major requisitions, purchase orders and claims vouchers to the director for approval.
  • Validate approvals for internal county billings, purchasing supplies and contracted services.
  • Serve as a member of various committees, panels, and task forces.
  • Attend staff and coordination meetings as assigned.
  • Coordinate meetings with external stakeholders.
  • Assist in making applicable decisions as required per topic or issue at hand.
  • Supervises staff in area of responsibility.
  • Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action.
  • Conducts performance evaluations and communicates short- and long-term goals and objectives.
  • Submits personnel records and reports as required by the county.
  • Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards.
  • Communicates changes in policy and procedures to direct reports and implements them as directed.
  • Other duties as assigned.
