About The Position

The Budget Division Manager is responsible for leading the City's budget operations and overseeing the planning, development, implementation, monitoring, and administration of the City's annual operating and capital budgets. Reporting to executive Finance leadership, this position manages the Budget Division, provides strategic financial analysis, develops long-range fiscal planning initiatives, and serves as a trusted advisor to City leadership, departments, and elected officials. This leadership position requires a professional who combines advanced technical expertise with exceptional communication and organizational skills. The successful candidate will oversee a team of budget professionals while developing processes, improving efficiencies, and ensuring the City delivers accurate, transparent, and fiscally responsible budget information. The Budget Division Manager serves as a key partner in maintaining the City's financial integrity while helping departments successfully achieve their operational goals.

Requirements

  • Bachelor’s Degree in Public or Business Administration, Finance or a related field and five years of professional level experience performing government budget and finance analysis; or, an equivalent combination of education, experience and training sufficient to successfully perform the essential duties of the job.
  • A valid State driver’s license is required.

Nice To Haves

  • A Master's Degree is highly desirable.
  • Previous experience in a complex public sector organization is preferred.
  • Experience leading all phases of the municipal budget cycle, including budget development, adoption, monitoring, forecasting, and year-end closeout.
  • Advanced knowledge of governmental budgeting, financial analysis, forecasting, and Enterprise Resource Planning (ERP) systems, with strong proficiency in Microsoft Excel and financial modeling.
  • Experience preparing and presenting budget recommendations, staff reports, executive summaries, and presentations to executive leadership, City Council, or other governing bodies.
  • Demonstrated success leading teams, improving budget processes and workflows, and building collaborative relationships while exercising sound judgment in a fast-paced municipal environment.

Responsibilities

  • Leading the development, monitoring, and administration of the City's operating and capital budgets.
  • Reviewing revenue projections, expenditure forecasts, position control requests, and financial models to support organizational decision-making.
  • Collaborating with department directors to evaluate budget requests, identify funding strategies, and ensure alignment with City priorities.
  • Preparing staff reports, executive summaries, budget presentations, and City Council agenda materials.
  • Supervising and mentoring Budget Division staff while establishing priorities, reviewing work products, and supporting professional development.
  • Developing or improving budget processes, analytical tools, and workflow documentation to increase efficiency and transparency.
  • Responding to complex financial questions from executive leadership, departments, and elected officials while ensuring compliance with applicable policies and regulations.
