About The Position

The Budgeting Director is responsible for developing and managing the district budgets; providing direction, leadership and administrative oversight for the district budget; serving as a liaison for the district in all levels of communication; maintaining a working knowledge and ensuring district compliance to federal, state, and local laws, regulations; developing, recommending, and enforcing Board policies.

Requirements

  • Selected candidates to be fingerprinted and successfully pass a criminal background check.
  • Master’s degree in accounting, finance, business, or related field
  • Five (5) years of accounting, finance, or business-related work experience
  • Experience working with laws and regulations related to accounting, budgeting and auditing
  • Experience using computer programs including Microsoft Word, Excel, Access and Enterprise Resource Planning (ERP) Systems
  • Valid Utah Driver’s license and evidence of insurability
  • Professional communication skills, including but not limited to excellent written and verbal communication skills in English; confident, articulate, and professional speaking abilities; and empathic listening; and persuasive speaking skills

  • Experience to implementing policies, procedures and processes for providing direction and complying with mandated requirements
  • Experience performing budgeting, auditing, or accounting functions for a K-12 education, or other government entity
  • Experience with public education finance and budget management in alignment with school needs, following district budget, procurement and accounting policies and procedures
  • Certified Public Accountant (CPA) designation
  • Proven ability to manage business related funds with integrity and compliance

Responsibilities

  • Provide direction, leadership and administrative oversight for the district budgets; serve as a liaison for the district in all levels of communication; develop, recommend, implement and enforce board policies
  • Manage district/school budgets in alignment with school needs: follow district budget, procurement and accounting policies and procedures with integrity and ethics
  • Monitor and report on the budgetary status of state and federal programs and assure compliance pertaining to business operations
  • Diplomatically and effectively collaborate with other relevant colleagues and community members to create district budgets that provide effective use of funds to support district services and schools; attends a variety of meetings; stay current on applicable laws, codes, rules and regulations; prepare written materials (e.g., budgets, board reports, directives, memos, etc.) prepare and deliver presentations
  • Supervise and provide leadership and guidance to assigned direct reports, including workload assignment, training, evaluations, performance management, monitoring quality and quantity of work, scheduling time off, providing technical assistance and training, coaching, employee relations, time approval, etc.
  • Develop and implement policies, procedures, and processes to provide direction and compliance with mandated requirements
  • Collect, analyze, research material and data (e.g., financial information, state and federal mandates, etc.) to evaluate, make recommendations and report on the effectiveness of financial, budgetary, receipts and revenue, and payroll accounting
  • Maintain professional workplace etiquette and represent the department/district in a professional manner; communicate effectively and efficiently with diverse groups of people while maintaining confidentiality and positive working relationships with co-workers, students, parents, and other district employees
  • Provide sound judgment and advice to constituent community; use excellent critical thinking, decision making and organizational skills
  • Drive to school locations as needed to perform job-related duties
  • Develop budget and financial forecasts to provide financial guidance and recommendations to administrative personnel and Board members
  • Analyze and research materials and data including best practices, financial information, student information and state and federal mandates to ensure the best use of district resources
  • Monitor expenditures against budget and a wide variety of account information to ensure the accuracy of reported information, availability of funds, and compliance with established financial guidelines and programs policies, practices and regulatory requirements
  • Prepare a variety of complex written material (budget and financial reports) to document activities, providing written reference and conveying information
  • Monitor grant expenditures, maintain compliance with funding requirements, and submit reimbursement claims promptly
  • Work with limited supervision; ability to work effectively under constant deadlines and time constraints; manage multiple tasks and responsibilities and prioritize accordingly
  • Maintain regular and predictable attendance to fulfill job requirements efficiently and effectively
  • Adapt to changing work priorities and work with frequent interruptions, as required
  • Perform other related duties as assigned to ensure the efficient and effective functioning of the work unit
