About The Position

This is a highly responsible professional position providing functional and technical expertise in analysis, design, development, implementation, maintenance, documentation, testing, training, and ongoing support for all systems used by the Budget and Management Services Division. Primarily using Oracle Planning and Budgeting Cloud Services (Hyperion) programs. This position will serve as the functional lead and represent Budget and Management Services at core team meetings as well as at any other technology-focused meetings or events as assigned.

Requirements

  • Graduate of an accredited four-year college with major course work in Information Technology or a related business or computer related field.
  • Four years of experience with Oracle Cloud, Hyperion, and SmartView.
  • Four years of experience developing and maintaining production-level reports and dashboards.
  • Four years of experience providing technical support and software training.
  • Excellent analytical, communication, customer service skills and problem-solving skills.
  • Must have a valid driver's license and be able to obtain a Florida Driver’s License at the time of employment within this classification.
  • Knowledge of financial principles, budgeting, financial planning, forecasting, and reporting.
  • Knowledge of Hyperion including developing and modifying business rules and calculation scripts.
  • Knowledge of general business concepts.
  • Knowledge of system development methodologies and the ability to apply this knowledge in practice regarding the analysis and development of computer systems.
  • Knowledge of financial and organizational hierarchy; ability to understand a chart of accounts and account strings.
  • Ability and willingness to learn and maintain an in-depth knowledge of the division’s business.
  • Ability to create test plans and scripts, perform functional testing, and maintain system documentation.
  • Ability to learn and develop complex reports to obtain data from existing county financial systems (Oracle Cloud EPM, Hyperion - including SmartView Excel add-in, and OpenGov) and any future software packages used by Budget and Management Services.
  • Ability to lead a team and work as part of a team.
  • Ability to translate system requirements into program specifications.
  • Ability to follow oral and written instructions.

Nice To Haves

Responsibilities

  • Serves as the first line of support for user-reported system issues or bugs, triaging and documenting problems for resolution.
  • Leads the design, implementation, maintenance, and support for updates and improvements within Hyperion and any other software applications utilized by the division, including the SmartView Excel add-in.
  • Designs, creates, tests, and maintains advanced reports and dashboards within the software applications utilized by the division.
  • Provides full support for the custom budget amendment application; completes monthly reconciliations of budget amendments into Budgetary Control and the General Ledger within Oracle and resolves any issues or discrepancies.
  • Performs the annual initial loading of the General Ledger and position data from Oracle into Hyperion, including data validation.
  • Manages the annual adopted budget upload from Hyperion into Oracle, including data validation; manages the upload of new positions created during the budget process.
  • Manages the monthly upload of financial data into the OpenGov application.
  • Develops and conducts training for new users, provides refresher training for existing users, and provides ongoing assistance to users with problems and questions.
  • Creates, updates, and maintains user guides and standard operating procedures, documents new features and processes in a way that makes complex information understandable to users without a technical background.
  • Creates SOP and completes all patch testing requirements for Hyperion (twice monthly) and Oracle as necessary, as well as any testing needed for other applicable systems.
  • Assists with the analysis of current business processes and workflows to identify opportunities for improvement and efficiency gains.
  • Assists in technical systems design from functional specifications.
  • Maintains in-depth knowledge of Budget and Management Services Division requirements and procedures; establishes and maintains constructive and cooperative working relationships among a diverse group of system users across all divisions, the Clerk of the Circuit Court and Comptroller’s Office, and the county’s IT Division; works with staff to identify development requirements and opportunities for systems utilized by Budget and Management Services.
  • Presents functional and technical data and conclusions to users and stakeholders at all levels within the organization in a way that is understandable to non-technical people.
  • Interprets functional data to determine testing outcomes, report success, and other outputs as assigned.
  • Diagnoses and resolves problems based on information provided by others.
  • Writes memos, reports, user manuals, and SOPs to be used by non-technical staff.
  • Manages projects from analysis through implementation for systems utilized by Budget and Management Services.
  • Performs other duties as assigned.
