About The Position

The Division of Rehabilitation Services (DRS) is the state’s lead division serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. The Budget and Contract Manager develops and manages the annual budget, facilitates and monitors contracts and vendor payments, and facilitates the management of grants for Division of Rehabilitation Services (DRS) programs. This position verifies that necessary materials and information developed are in compliance with budget and contract requirements and analyzes changes in policy to determine the fiscal impact advising the Chief Budget Officer on strategies for coping and complying with changes. The Division of Rehabilitation Services is seeking to hire a detail-oriented Budget and Contract Manager with strong communication and leadership skills.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in managing budgets and contracts for a public or private organization.

Nice To Haves

  • Three (3) years of professional experience developing and analyzing multi-program budgets including tracking and projection of spending for a public or private agency.
  • Three (3) years of professional experience working with state and federal rules and regulations relating to state or non-state contracting and procurement.
  • Three (3) years of professional experience preparing and interpreting complex financial and/or budget reports in accessible formats for a wide variety of audiences using Microsoft Word, Excel and/or Presentations.
  • Three (3) years professional experience working with program budgets and fiscal-related tracking systems and databases to facilitate and assist with administrative alignment with programmatic objectives and service delivery goals.
  • Two (2) years of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals that include internal and external entities.
  • Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and preparing and signing performance evaluations.

Responsibilities

  • Serves as the Budget and Contract Manager for Bureau of Support Services Budget and Contract Unit.
  • Verifies that necessary materials and information are submitted are in compliance with technical requirements necessary for budget and contract development and execution.
  • Serves as a full line supervisor.
  • Serves as subject matter expert for the Division on the full lifecycle of grant management.
  • Directs and manages the activities of staff involved in the development, monitoring, and processing of all budgets, fiscal and contract activities including approval for payment and processing of certain bills and contracts and creation and maintenance of a variety of databases to record and monitor budget, fiscal and contract activities.
  • Analyzes changes in policy to determine the impact on DRS finances, advises Chief Budget Officer of strategies for coping and complying with changes.
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
