Performs highly complex budget preparation and analysis work. Work involves coordinating budgetary activities; reviewing and analyzing budgets and performance measures; and providing technical advice and assistance on budgetary matters. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Responsibilities

• Examines operating budgets to determine whether funds have been appropriately allocated; develops and monitors program performance measures; prepares and assists in the preparation of performance reports; and evaluates workload measures.
• Provides advice and assistance on financial planning and management to include improvements for fund and staff utilization, management accountability, and efficient means to reach program objectives; coordinates budget procedures, preparation, and reporting; and prepares budget instructions.
• Compiles data and prepares financial reports; reviews financial and operating budget reports and recommends alternate financing strategies; assists in reviewing and scoring proposed budgets during the grant funding process; and reports fund transfers to appropriate areas.
• Assists in coordinating reviews of Community Supervision and Corrections Department (CSCD) contracts for offender services and in monitoring compliance with program and agency policies and procedures; and assists in reviewing and approving CSCD budgets and adjustments.
• Assists in preparing legislative appropriation requests; coordinates research and budgetary activities for appropriations requests; studies and develops budget formulas to prepare appropriations requests; and prepares fiscal reports.
• Develops training; provides technical assistance for the program areas; and maintains instructional manuals.
