About The Position

The North Carolina School of Science and Mathematics (NCSSM), a constituent of the University of North Carolina System, is a world-class public high school with statewide reach empowering academically talented students from every corner of the state to design their own future. NCSSM offers a Residential high school program in Durham and Morganton for juniors and seniors, an Online supplementary honors program, and individual virtual daytime Connect courses in partnership with local high schools, all tuition free. The school also offers a wide array of summer offerings for rising fifth- through 12th-graders, including free opportunities for in-state students alongside paid options for students from anywhere in the world. Specializing in science, technology, engineering, and math and embracing the fine arts and humanities, NCSSM has become the model for 18 such specialized schools around the globe since its founding in 1980. This position is permanent, SHRA, FLSA Non-exempt, and a 1.0 FTE. NCSSM and the Business Office foster an environment of collaboration across departments and divisions and support community-engaged service and research. Requirements

  • Bachelor’s degree in public administration, business administration, accounting, or related discipline; or equivalent combination of training and experience.
  • All degrees must be received from appropriately accredited institutions.
  • Two years of directly related work experience.

Nice To Haves

  • Knowledge and application of OSHR policy and procedures.
  • Training in OSC Integrated HR Payroll System (Beacon).
  • Working knowledge of the North Carolina Financial System (NCFS).

Responsibilities

  • Assist the Accounting Manager and/or Associate Vice Chancellor of Finance in reviewing and amending NCSSM department budgets, interpreting fiscal and general managerial policies, planning, organizing, and performing budget analytics.
  • Convey budget information and maintain good working relationships with peers and departmental facilitators, as well as external partners.
  • Work with departments on routine budget requests and questions.
  • Perform and review procedures such as journal entries, cash receipts, cash transfers, and budget revisions for completeness and accuracy before submitting for approval.
  • Assist with year-end close out, including reviewing guidance from the Office of the State Controller (OSC) on carryforward and other close-out procedures and implementing them within given timeframes.
  • Analyze budget reports, draft over-budget notices, fund reconciliation notifications, and ad-hoc reports for internal customers.
  • Occasionally prepare analyses and responses to requests for information from external customers including, but not limited to, the UNC System Office and the Office of State Budget and Management.
  • Maintain the salary control for the organization in the Integrated Budget Information System (IBIS), ensuring it matches HR and business office reports.
  • Review positions for budget availability and work with management and the Office of State Budget Management (OSBM) to adjust budgeted salary.
  • Review and approve all salary budget requests and maintain temporary budget balances for each department.
  • Act as a liaison between NCSSM and OSBM for position adjustments and creation.
