About The Position

The U.S. Department of Energy’s Pathways Recent Graduates Program is a one-year developmental program promoting careers in the Federal Government. This Budget Analyst position may be filled at GS-7 or GS-9; selecting offices may have varying full-performance levels, such as GS-11, GS-12, or GS-13 equivalent. Specific grade levels and responsibilities will be discussed during interviews. The position is not remote, and the selected employee must report to the assigned duty station. The program requires a Pathways Recent Graduate Participant Agreement, and participants serve a trial period throughout their excepted-service appointment. Successful participants may be considered for noncompetitive conversion to a term or permanent civil-service position, but conversion is not automatic or guaranteed and is at the discretion of the hiring manager and employing office. At GS-7, the analyst supports budget formulation and execution by coordinating budgets and funding transactions under DOE policies, conducting routine limited analyses, preparing recurring reports on funds and expenses, and assisting with budget narratives, estimates, and justifications. At GS-9, the analyst performs budget formulation, execution, and administration work, monitors obligations and expenditures, reviews budget activity and funding requests against work plans and historical spending, analyzes estimates and narratives, and prepares supporting budget justification materials. Applicants must satisfy the Pathways Recent Graduates eligibility criteria and the applicable GS-7 or GS-9 qualification requirements. Salary depends on the selected duty location. Relocation expenses or incentives, recruitment incentives, student loan repayment, and advance-in-hire arrangements may be available. Positions may be covered by a bargaining unit and may require financial disclosure, drug testing, or participation in DOE’s Technical Qualifications Program, depending on the position.
