About The Position

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth. DJJ is currently hiring a Budget Analyst. This role will support critical central budget functions and help consolidate processes. This position will be responsible for personnel management from the Budget side. This is critical and works very closely with Human Resources to ensure positions are aligned, coded, and accounted for correctly. As personnel is the largest part of the agency’s budget, proper personnel management is essential. Currently, personnel and positions are managed independently by respective analysts, and the office has seen it necessary to centralize this function, while also allowing collaboration. This position will also work on the analysis of ongoing employment trends (aka “fill rates”). This position will be responsible for generating monthly reports from the budget office, as well as supporting the budget team during quarterly analysis and budget development and supporting the agency requisition process and tracking.

Requirements

  • Knowledge of generally accepted accounting principles.
  • Knowledge of state fiscal automated systems, file layouts, and skills in manipulating large blocks of data.
  • Knowledge of program budget planning, formulation, evaluation, and execution.
  • Knowledge of basic statistics or workload measurement.
  • Knowledge of spreadsheet and database management and application.

Nice To Haves

  • Knowledge of principles and practices of public administration as demonstrated through experience or education.
  • Knowledge with visual basic and macro programming within MS Excel and MS Access.
  • Strong interpersonal skills and ability to negotiate with a clear objective in mind.
