About The Position

The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. This competition will be used to fill a variety of positions at the Budget Officer 2 classification level across the Government of Alberta. Candidates who are successful in the selection process will be placed in a Talent Pool. The Talent Pool will be used to create an eligibility list of qualified candidates to fill upcoming opportunities. Applicants not initially selected for interview may be contacted for future positions as they become available. The Government of Alberta (GoA) is looking for strategic financial thinkers to fill current and future Budget Officer 2 opportunities. You will be responsible for the preparation, analysis, coordination and monitoring of budgets. This involves the assembly, review and analysis of revenue and expenditure plans as well as the preparation of appropriate background information in support of recommendations for use by the Executive Team, Deputy Minister and the Minister. As the successful candidate you will establish and maintain solid ongoing working relationships within the organization and across government. You must also be able to demonstrate highly developed interpersonal, written and verbal skills, ability to research, as well as advanced analytical and problem-solving skills. Thorough knowledge of financial planning concepts and demonstrated ability to conduct financial analysis are critical to success. Preparation of timely and accurate briefing materials, reports, and management briefing documents are also key to success in this role.

Requirements

  • University graduation in a related field such as Business, Finance, Accounting, Commerce or Management plus two years related experience; or equivalency as described below.
  • Equivalency: An equivalent combination of education and experience which includes as a minimum, completion of a recognized applied accounting degree or diploma program.

Nice To Haves

  • Chartered Professional Accountant (CPA) designation.
  • Experience preparing briefing materials and presentations that translate financial data into meaningful information for decision makers.
  • Advanced skills in Microsoft Office, including Word, Outlook, Excel and PowerPoint.
  • Experience in financial administration, monitoring, projecting, costing, and budgeting concepts.
  • Experience in leading the preparation and overseeing complex budget forecast submissions within a large organization.
  • Experience working with relevant financial information systems, reporting tools, and software (e.g., Enterprise Resource Planning (ERP) / System Analysis Program (SAP) and ability to manipulate data sets using Excel.
  • Knowledge of PSAS (Public Sector Accounting Standards) and the ability to interpret PSAS for the monitoring, recording, reporting and interpretation of financial information.
  • Experience using Fiscal Amounts Tracking Sheet (FATS).

Responsibilities

  • Providing comprehensive financial planning, forecasting projections, budgeting analysis and consulting services to ensure the needs of your assigned portfolio are met.
  • Coordinating the preparation of short and long-term fiscal analysis and supporting submission to Alberta Treasury Board and Finance.
  • Preparing and/or monitoring quarterly and monthly forecasts, playing a consultative role to assigned portfolio and making recommendations regarding fiscal planning.
  • Analyzing and reporting on variances to senior management and developing management reports to assist Ministry representatives and stakeholders in their financial decisions.
