About The Position

Join Multnomah County as a Budget Analyst Senior and make an impact! The Central Budget Office is looking for a Budget Analyst Senior to join their team. This role focuses on budgeting for outcomes, using financial resources to directly impact people's lives. In this role, you will collaborate with county departments, leaders, and community groups, serving as their budget expert. You will champion the use of data and performance metrics to guide budget decisions, ensuring spending leads to optimal results. Your responsibilities will include in-depth financial analysis, forecasting, and modeling to determine the most impactful allocation of funds. You will also be responsible for translating raw data into clear stories and visuals to demonstrate impact. Continuous improvement of budget processes, tools, and reports is also a key aspect of this role. Experience with business intelligence or data visualization tools like Tableau is a significant advantage.

Requirements

  • A Bachelor's degree in Finance, Accounting, Public Administration, Economics, or a related field; equivalent years of related experience will be considered in lieu of a degree.
  • Three years of experience in budget analysis, financial management, or another analytical role, preferably in a governmental capacity or a large organization.
  • Strong analytical and problem-solving skills with attention to detail.
  • Excellent communication skills, with the ability to explain complex financial information clearly.
  • Proficiency with financial software and Microsoft Excel.

Nice To Haves

  • A Master's Degree.
  • Experience using Tableau data visualization software.
  • More than three years of experience in budget analysis, financial management, or another analytical role.
  • Previous governmental experience in budget or finance.
  • Understanding of public policy, legislative processes, government budgeting, and accounting.

Responsibilities

  • Work with county departments, leaders, and community groups as a budget expert.
  • Utilize data and performance metrics to guide budget decisions and ensure optimal results.
  • Conduct financial analysis, forecasting, and modeling to determine impactful fund allocation.
  • Translate raw data into clear stories and visuals to demonstrate impact.
  • Identify and implement improvements to budget processes, tools, and reports.
  • Plan, coordinate, and prepare the annual County budget, financial forecasts, and budget projections.
  • Perform ad hoc analyses for County decision-makers and cost control analyses.
  • Serve on countywide task forces related to budget, finance, and other fiscal matters.
  • Identify and resolve financial problems.
  • Partner with County Labor Relations in collective bargaining research, analysis, and labor cost projections.
