About The Position

The Department of Juvenile Justice is seeking a Budget Analyst B to oversee the preparation and management of the approved operating budget, fixed capital outlay, and approved salary rate for assigned budget entities. This role will assist in Legislative Budget Requests, process budget amendment requests, and analyze personnel actions for assigned budget entities. The candidate will develop monthly spending plans in consultation with program area budget liaisons, provide technical assistance, and coordinate with program areas on budget-related training needs. Responsibilities also include allotments, reconciliation, and quality control. The candidate must be proficient in creating spreadsheets with budget and expenditure details, and possess strong communication, organizational, and prioritization skills to complete assignments in a timely manner.

Requirements

  • Ability to collect, evaluate & analyze budget detail information and Florida Accounting and Information Resource (FLAIR) expenditures.
  • Ability to read FLAIR reports and apply information to spending analyses.
  • Ability to communicate in a professional manner.
  • Ability to comprehend and apply new educational material.
  • Ability to organize, prioritize and work independently.
  • Ability to use personal computer in Excel, Microsoft Word, Adobe.
  • Knowledge of salary rate, legislative appropriation, budget categories and funds.
  • Knowledge of bill analysis format and procedures.
  • Knowledge of Legislative Appropriations System/Planning and Budgeting System (LAS/PBS).
  • Knowledge of basic budget principles and terminology.
  • Knowledge of FLAIR system.
  • Candidate Profile (application) must be completed in its entirety.

  • Experience, education, training, knowledge, skills and/or abilities as well as responses to pre-qualifying questions must be verifiable to meet the minimum qualifications.

Nice To Haves

  • Three or more years of budget preparation experience.
  • Knowledge of the appropriations process, basic budget principles, salary rate and management of rate and budget appropriation categories, organization codes, fund codes and budget entity codes.
  • Experience with creating budget detail spreadsheets using Excel functions, including pivot tables, data sorting, formulas, etc.
  • Experience using the Legislative Appropriations System/Planning and Budgeting System, Budget Amendment Processing System, Florida Accounting and Information Resource, and People First.
  • One or more years in contract management.
