About The Position

This position is responsible for preparing and loading the annual budget into the Iowa Advantage system, ensuring it is balanced. Throughout the fiscal year, necessary changes will be made to maintain budget balance. The role involves preparing monthly budget projections by forecasting revenues and expenses, including salary projections, based on historical and current information. Key responsibilities include tracking large expenses, maintaining internal controls, pre-auditing and approving expenditures, assigning accounting codes, and entering financial documents into the Iowa Advantage system. The position also handles expenditures and revenues for the miscellaneous account/offender groups, monitors accounts for overspending and validity, prepares monthly statements, tracks revenues, collects cash, ensures cash controls are followed, makes weekly bank deposits, and ensures proper accounting and coding of revenue receipts. Additionally, the role involves preparing source documents for the state treasurer, entering data into the Iowa Advantage system, balancing local bank accounts monthly, preparing the annual institution GAAP report, handling fixed asset reporting and tracking, gathering consumable inventories, tracking vehicle depreciation, filing Unclaimed Property reports, preparing invoices, tracking special projects, submitting TSB reports, submitting quarterly sales tax reports, working with medical providers on Medicaid applications, filling in for other positions during absences, and assisting state auditors. The State of Iowa participates in E-Verify and complies with federal Right to Work laws.

Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to two years of full-time work in professional level budget analysis or fiscal management.
  • Two years of full-time work experience in professional level budget analysis or fiscal management; and a total of four years of education and/or full-time experience (where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience).
  • Graduation from an accredited college or university with a master's degree in business administration or public administration; one year of full-time work experience in professional level budget analysis or fiscal management; and a total of four years of education and/or full-time experience (where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience).
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Budget Analyst 1.

Responsibilities

  • Prepares and loads the annual budget into the Iowa Advantage system, ensuring budget is in balance prior to the start of the FY.
  • Makes necessary changes in the system throughout the fiscal year to keep the budget in balance.
  • Prepares monthly budget projections by forecasting revenues and expenses, including salary projections, based on historical and current information.
  • Tracks large expenses including overtime, food, utilities, medical, etc.
  • Responsible for maintaining internal controls of all expenditures.
  • Completes pre-audit and approval of all expenditures that are being forwarded to the Department of Administrative Service – State Accounting Enterprise for payment.
  • Assigns accounting codes so that expenses are appropriately categorized.
  • Enters various financial documents into the Iowa Advantage system.
  • Handles all expenditures and revenues for the miscellaneous account/offender groups.
  • Monitors the accounts to ensure the groups are not overspending and the expenditures are valid.
  • Prepares monthly statements.
  • Tracks all revenues, collects cash and makes sure all cash controls are being followed.
  • Makes weekly bank deposits and prepares necessary transmittals.
  • Ensures the proper accounting and coding of all revenue receipts.
  • Prepares appropriate source documents for submission to the state treasurer and data entry to the Iowa Advantage system.
  • Balances all local bank accounts monthly.
  • Prepares annual institution GAAP (Generally Accepted Accounting Principles) report including interpretation and application of generally accepted accounting principles and DAS requirements.
  • Handles all fixed asset reporting and tracking including depreciation.
  • Gathers all consumable inventories.
  • Tracks vehicle depreciation balances held with DAS.
  • Files Unclaimed Property reports to various states.
  • Prepares invoices for vending, utilities, and miscellaneous items.
  • Tracks special projects as requested.
  • Submits all necessary reports for TSB (Targeted Small Business) requirements.
  • Submits quarterly sales tax reports as necessary.
  • Works with medical providers to ensure Medicaid applications are completed when necessary.
  • Fills in for other positions during absences for vacation, sick leave, etc.
  • Provides assistance to state auditors during fiscal audit each year.
