Requirements

  • Bachelor’s Degree in IT, Computer Science, Engineering, Business, or related field. (An additional six (6) years of relevant experience may be substituted for a degree.)
  • Minimum fifteen (15) years of experience managing large‑scale federal IT or cloud infrastructure programs.
  • Demonstrated experience leading multi‑cloud operations in high‑availability, mission‑critical environments.
  • Proven track record managing complex technical programs with evolving requirements and competing priorities.
  • Strong understanding of cloud architectures, networking, cybersecurity, and cloud cost optimization.
  • Deep familiarity with FISMA, FedRAMP, NIST SP 800‑53, Zero Trust Architecture, and federal cybersecurity frameworks.
  • Experience implementing ITIL, Agile, DevSecOps pipelines, and enterprise service management processes.
  • Ability to obtain a Public Trust or higher, per FSA requirements.
  • Exceptional communication and executive‑level briefing skills.
  • Strong stakeholder management and cross‑functional leadership abilities.
  • Proven ability to lead diverse technical teams and subcontractors.

Nice To Haves

  • PMP, PgMP, or equivalent program management certification
  • ITIL Foundation or higher
  • SAFe, Scrum, or other Agile certifications
  • Cloud certifications (AWS, Azure, GCP)

Responsibilities

  • Provide overall leadership for all BPA Call Orders, serving as the Contractor’s authorized representative and ensuring delivery across scope, schedule, cost, and quality.
  • Lead execution of secure, scalable cloud infrastructure services in compliance with FedRAMP, FISMA, NIST 800‑53, Zero Trust, and Department of Education IT and cybersecurity standards.
  • Oversee ITIL‑aligned incident, change, configuration, and continuous monitoring processes, and deliver dashboards, service reports, and SLA/KPI metrics to FSA leadership.
  • Manage budgets, staffing, subcontractors, and resources while driving proactive risk identification, mitigation, and continuous improvement.
  • Serve as primary point of contact for the CO, COR, Government Task Leads, and senior FSA stakeholders to ensure clear communication and mission alignment.
  • Collaborate across development, operations, cybersecurity, and data teams to support DevSecOps pipelines and multi‑cloud modernization initiatives.
