About The Position

The BOOST Restart Program Director provides strategic leadership and operational oversight for the BOOST Restart Program by directing daily operations, supervising program staff, administering grant-funded activities, and ensuring the effective delivery of participant services. The Director develops collaborative relationships with employers, community partners, stakeholders, and service providers while ensuring compliance with grant requirements, organizational policies, and program objectives. The BOOST Restart Program prepares justice-involved young adults, ages 18 through 24, for employment through education, occupational training, paid work experience, leadership development, and evidence-based practices. Services are provided throughout Buena Vista, Clay, Dickinson, Harrison, Shelby, and Woodbury Counties in Iowa, and Dakota County, Nebraska.

Requirements

  • Bachelor's degree in Human Services, Social Work, Criminal Justice, Education, Business Administration, Public Administration, or a closely related field required.
  • Minimum of three (3) years of progressively responsible supervisory, program management, or leadership experience.
  • Demonstrated leadership, supervisory, communication, organizational, and relationship-building skills.
  • Knowledge of grant administration, budgeting, compliance requirements, Microsoft Office applications, and program management information systems.

Nice To Haves

  • Master's degree in a related field preferred.
  • Experience administering grant-funded programs and ensuring compliance with federal, state, or local funding requirements preferred.
  • Experience working with justice-involved youth or young adults, workforce development, education, behavioral health, or human services programs preferred.

Responsibilities

  • Provide strategic leadership and overall administration of the BOOST Restart Program.
  • Establish program priorities, operational procedures, and performance expectations while monitoring outcomes and implementing continuous improvement strategies.
  • Ensure compliance with applicable federal, state, local, grant, and organizational requirements.
  • Lead staff meetings and support effective communication across the program.
  • Recruit, hire, onboard, train, supervise, mentor, coach, and evaluate assigned program staff.
  • Foster a positive, collaborative, and accountable work environment by assigning work responsibilities, establishing priorities, monitoring productivity, and promoting employee engagement.
  • Conduct performance evaluations, address performance concerns, and provide coaching and professional development opportunities that support employee success.
  • Oversee participant recruitment, eligibility determination, enrollment, orientation, assessment, case management, supportive services, career planning, occupational training, paid work experiences, leadership development, and employment activities.
  • Monitor participant progress and program outcomes to ensure services are delivered in a timely, equitable, participant-centered manner. Promote evidence-based practices and continuous improvement strategies that support successful participant outcomes.
  • Ensure participant records are accurate, complete, confidential, and maintained in accordance with grant requirements, organizational policies, and applicable regulations.
  • Provide guidance and support to program staff regarding participant services and assume limited case management responsibilities during staffing transitions or operational needs, when necessary.
  • Administer grant-funded activities by managing budgets, monitoring expenditures, maintaining contracts, and ensuring responsible stewardship of grant resources.
  • Prepare, review, and submit required reports, narratives, statistical data, budgets, and supporting documentation accurately and within established deadlines.
  • Ensure accurate and timely collection, entry, analysis, and reporting of program data within required management information systems.
  • Coordinate monitoring visits, audits, and program reviews while implementing corrective actions and maintaining effective communication with funding agencies and organizational leadership.
  • Develop and maintain collaborative relationships with employers, workforce partners, educational institutions, behavioral health providers, criminal justice agencies, community organizations, and other stakeholders that support participant success.
  • Represent SHIP and the BOOST Restart Program at meetings, advisory committees, conferences, networking events, community presentations, and outreach activities. Promote awareness of the BOOST Restart Program through public engagement, collaborative partnerships, and community outreach initiatives.
  • Identify and strengthen partnerships that expand resources, improve service delivery, and increase employment opportunities for participants.
  • Maintain the knowledge, skills, and professional competencies necessary to effectively perform the responsibilities of the position.
  • Participate in required meetings, trainings, and professional development activities.
  • Perform other duties as assigned consistent with the responsibilities of the position.
