About The Position

The Director is responsible for using sound professional judgment and best practices to supervise staff to ensure quality service is provided to clients and that the programs follow all policies, procedures and contract requirements. BCFS Health and Human Services established in 1944 is a non-profit organization with locations and nationally doing noble work across Texas and the United States, specializing in community-based care for at risk families and children (abused and/or neglected & domestic violence), prevention & early intervention services, housing for young adults aging out of the foster care system, mental health & life skill services, advocacy and case management coordination for survivors of human trafficking, medical programs for women who are pregnant or post-partum, and serving families who have a child with a disability or special needs by providing them with an opportunity to visit the world’s first theme park designed with individuals with special needs in mind.

Requirements

  • Bachelor’s degree from an accredited college or university in a related field.
  • 3 years of experience working with at-risk youth and families, supervising teams, and leadership and management.
  • Maintain certificates required for the position including but not limited to First Aid and CPR.
  • Valid Texas Driver’s license with a clear driving record and reliable transportation.
  • Pass a pre-employment drug screen and random drug screens.
  • Provide proof or work eligibility status upon request.
  • Pass a pre-employment and biennial criminal background and motor vehicle check (fingerprints needed if applicant has lived out of state within the past 5 years).
  • Applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.

Responsibilities

  • Manage program contract, budget and operations and ensure compliance with appropriate laws, regulations, contracts, corporate policies and budget requirements.
  • Provide guidance and leadership to staff with multiple programs to emphasize the importance of the program achieving high standards of quality, internally and through public and private sector partnerships.
  • Prepare presentations, training and facilitate groups that promote programs within the community.
  • Work with other organizations in the community to foster collaborations for outreach opportunities as well as building partnerships.
  • Remain informed and educated on contract requirements and ensure that any contract changes are quickly enforced within the program.
  • Responsible for interviewing candidates, hiring staff with Regional Director input, managing staff performance through providing coaching, counseling, creating development plans, providing training, etc. Responsible for providing corrective action if applicable up to possible termination of employees if necessary, complying with applicable laws, regulations, Agency Personnel Policies and Procedure
  • Maintain an internal policy and procedures manual of the organizational structure and each program function based upon State licensing requirements, individual program/grant policies and procedures, and the agency’s internal policies and procedures. Maintenance of the procedure manual will be updated as needed.
  • Ensure all personnel hired have the required education, license and experience to be an affective member of the program team.
  • Maintain organizational management structure which promotes best practices, facilitates optimum delivery of services.
  • Follow agency hiring procedures, submit recommendations to the Regional Director for approval.
  • Train, develop and mentor all direct reporting staff to promote optimal performance through regular communication and evaluations.
  • Ensure all staff are trained in program data collection and input all required information into Salesforce on a weekly basis.
  • Work effectively with the BCHS HHS Regional Director and the management team.
  • Member of IMT and attend all mandated training for IMT and reports for active duty when required.
  • Manage the on-call crisis line; respond to crises as needed.
  • Ensure program meets all outcomes as outlined by the contracts, grants, and programs.
  • Ensure compliance with all applicable contracts/grants/programs.
  • Ensure program and agency reports are submitted on time as proposed in the contract.
  • Ensure the budget is on track with contract and agency standards; staff within the program submit requisitions for expenses within the time frame established by the agency.
  • Review and analyze monthly financial and statistical reports to assess the budget status and to initiate preventative measures if any problems appear to be predicated.
  • Manage budgets and expenditures by approving all expenses, monitoring spending and reviewing the financial general ledgers monthly.
  • Conduct monthly file reviews to ensure compliance with license and contract requirements. Reports reviews to Regional Director monthly and develops action plans for compliance concerns and problems.
  • Perform monthly reviews on Salesforce data collection system and reports all issues and concerns to the Regional Director.
  • Demonstrate the ability to: Respond sensitively and competently to the service population’s cultural and socio-economic characteristics.
  • Communicate effectively in writing and verbally in English.
  • Work in a fast-paced environment.
  • Maintain computer literacy required to meet the responsibilities of the position.
  • Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
  • Travel as needed.
  • Other job duties as assigned per grant requirements.
