About The Position

The Bond Project Manager is responsible for the comprehensive oversight, planning, and execution of the School District’s multi-year capital improvement bond program. This role serves as the primary point of contact between district leadership, architectural firms, construction contractors, and the community. The goal is to ensure all bond-funded projects—ranging from new construction to systemic infrastructure upgrades—are completed on time, within budget, and in alignment with the district’s educational specifications.

Requirements

  • Bachelor’s degree in construction management, Architecture, Engineering, Business Administration, or a related field.
  • Knowledge of local and state building codes.
  • Knowledge of state public school construction rules/regulations.
  • Knowledge of building construction techniques.
  • Skill in the application of all construction, building codes, etc.
  • Skill in implementing communication and collaboration between and among various areas of the organization to enhance service delivery, project development, and customer satisfaction.
  • Deep understanding of public works procurement (e.g., CM-at-Risk, Design-Build, Competitive Sealed Proposals).
  • Proficiency in project management software (e.g., Procore, Primavera, or MS Project).
  • Strong "soft skills" for navigating school board politics and community concerns.
  • Skill in operating standard computer and software applications, including but not limited to electronic mail, word processing, spreadsheets, databases, and presentations.
  • Skill in communicating effectively verbally and in writing.
  • Ability to organize and prioritize work responsibilities.
  • 5+ Years of experience in large-scale project management, preferably within a public sector or K-12 environment.
  • Proven track record of managing budgets exceeding $50M+.

Responsibilities

  • Oversee the $335 million bond budget. This includes cash flow forecasting, approving expenditures, managing contingencies, and ensuring strict compliance with state and local bidding laws.
  • Coordinate small (<$250K), medium ($250K - $5MIL) and large ($5MIL - $100MIL) construction projects; manage project scope, budgets, and schedule.
  • Lead the development and implementation of the master bond schedule. Align construction timelines with the academic calendar to minimize classroom disruption.
  • Lead the procurement process for architects, engineers, and general contractors. Evaluate performance and ensure all parties adhere to contractual obligations and safety standards.
  • Coordinate delivery of projects using a variety of methods including competitive sealed proposal (CSP), construction manager at risk (CMAR), and design-build.
  • Coordinate procurement of design services using consultant pool or request for qualifications (RFQ) process; coordinate procurement of construction contracts with the Purchasing Department.
  • Manage and oversee construction projects assigned to ensure projects are on schedule; manage expenditures and budget, and ensure buildings are constructed as designed.
  • Monitor all phases of construction (design, bidding, construction, and close-out).
  • Conduct regular site visits to ensure quality control and adherence to district-specific standards.
  • Coordinate and conduct construction meetings for multiple projects.
  • Serve as the liaison to the Bond Oversight Committee.
  • Prepare regular status reports for the Superintendent and Board of Trustees.
  • Implement communication and collaboration between and among various areas of the district stakeholders to enhance service delivery, program development, and customer satisfaction.
  • Coordinate projects with all local, state and federal authorities having jurisdiction.
  • Ensure all projects meet ADA requirements, building codes, fire safety regulations, and environmental standards.
  • Coordinate departmental activities with other campuses, District offices and administrators and provide assistance.
  • Demonstrate behavior that is professional, ethical, and responsible and serve as a role model for all District staff.
  • Follow McAllen ISD customer service standards.
  • Perform other duties assigned by immediate supervisor (primary evaluator).
