About The Position

The Bond Liaison is a temporary 260 days-contract confidential manager position responsible for supporting the successful planning, coordination, and implementation of district bond projects and related initiatives. This role serves as a critical liaison between school sites, district leadership, project managers, and community stakeholders to ensure that bond-related work and district initiatives are executed efficiently, safely, and with clear communication.

Requirements

  • Demonstrated knowledge of school district operations, facilities planning, and bond or capital construction project coordination.
  • Strong project management and organizational skills with the ability to manage multiple priorities, timelines, and stakeholder groups simultaneously.
  • Excellent written and verbal communication skills, including the ability to prepare presentations, reports, and community engagement materials.
  • Ability to build and maintain collaborative relationships with school administrators, staff, community members, contractors, and public agencies.
  • Skilled in facilitating meetings, leading stakeholder engagement efforts, and supporting collaborative decision-making processes.
  • Ability to analyze complex situations, exercise sound judgment, and develop practical solutions in fast-paced environments.
  • Demonstrated ability to work independently while maintaining a high level of professionalism, confidentiality, and accountability.
  • Proficiency with Microsoft Office Suite, Google Workspace, presentation software, and project collaboration tools.
  • Flexible and adaptable with the ability to respond effectively to changing priorities, emerging issues, and occupied construction environments.
  • Demonstrated commitment to customer service, teamwork, equity, and maintaining positive interpersonal relationships with diverse stakeholders.
  • Minimum of five (5) years of progressively responsible experience in school administration, project coordination, facilities planning, operations, public engagement, or a related field.

  • Experience working in a public education setting is preferred.
  • Administrative or supervisory experience in a school or district environment preferred.

Responsibilities

  • Convene a Long-Range Facility Committee charged with evaluating how our schools, facilities, and resource allocation should evolve to best serve students and the community.
  • Facilitate the development and implementation of a comprehensive phasing plan for the 4 Elementary Schools undergoing occupied construction starting in 2027.
  • Collaborate with necessary stakeholders to facilitate the scope development and comprehensive phasing plan for bond program renovations for the CCHS campus improvements.
  • Provide updates and reports to TTSD Cabinet and School Board.
  • Collaborate with principals and Community Relations to develop presentation materials and messaging for staff and community engagement.
  • Create presentations for school staff, families, and community groups (e.g., PSO meetings).
  • Provide on-site administrative support to principals, including supervision and coverage during meetings when requested.
  • Assist with updates to school safety plans when construction impacts existing procedures.
  • Support building-level committees and special projects as assigned.
  • Participate as a member of the Bond Leadership Team and prepare agendas/materials that facilitate decision-making on bond-related topics.
  • Establish and refine team protocols, procedures, and decision-making frameworks.
  • Develop and implement value engineering decision-making protocols.
  • Prepare presentation materials and progress updates/reports for committee meetings.
  • Support planning and coordination of the Bond Oversight Committee.
  • Develop a clear scope and sequence for committee meetings.
  • Develop and execute a stakeholder communication plan in collaboration with Community Relations.
  • Prepare timely and proactive updates for the School Board on key bond-related topics (e.g., boundary changes, playground engagement).
  • Develop clear communication materials to keep staff, families, and the community informed of bond work.
  • Partner with the Community Relations Director to develop and implement a comprehensive Bond communication plan.
  • Coordination with local jurisdictions (Tigard, Tualatin, King City, Durham) related to city/district planning and opportunities for collaboration.
  • Support planning and execution of groundbreaking and grand opening events.
  • Serve as a liaison between schools and the Bond Director, Program Manager, and Project Managers.
  • Coordinate and follow through on bond-related action items arising from construction meetings or emerging site needs.
  • Support development and implementation of building safety and security plans, particularly during construction.
  • Assist Project Managers with school-specific coordination and issue resolution.
  • Support phasing, transition, and moving plans for impacted schools.
  • Coordinate with City Parks Directors on athletic field intergovernmental agreement (IGA) projects.
  • Conduct investigations related to student or staff matters as assigned.
  • Provide event supervision and operational support.
  • Perform other duties as assigned by the Director of Operations and Bond.
